The reason I ask is I was going to treat myself to a new Skaven army but as, for some unknown reason, the Stormvermin are £10 more than the same number of clanrats I'm having second thoughts. Now I've heard the arguement that they won't sell as many boxes of Stromvermin as they will Clanrats so need to get the profit margin on par hence the price difference but that doesn't wash now as the Plague Monks are the same price as the Clanrats and will probably sell less than the Stormvermin...
It seems to me that if you want units that make your army a viable one for winning games they charge you more for that privilage (£35 for a tiny Empire steamtank???).
Someone please prove me wrong...

We cant prove you wrong , we simply cant if we want to be honest with you.
We can however , tell you the excuse GW give ( i suppose that would be kind of explanation >< )
1) Its still cheaper than buying them when they were metal.
2) Plastic is easier to work with modeling wise.

No one outside of GW can give that answer. Arguing over GW pricing is like...well there is nothing to compare it to.
Sorry, just cant really answer the pricing question.

Expected sales I'd reckon.
The Stormvermin are pretty much in line with the recent Heavy Infantry boxes, which current retail at £15 for 10 models (Greatswords being a notable exception).
The Clanrats however, are cheaper than most recent Light Infantry Boxes, which retail £12 for 10 models.
Stab in the dark here, as I don't have figures to work from, I'd wager the development costs of plastic sets are generally the same, give or take a few thousand quid (but when you're dealing in tens or even hundreds, depending on who's telling you the cutting cost) is relatively minor. But, Clanrats will outsell Stormvermin, as the unit is far cheaper in the list, and also more ubiquitous. Thus, the Stormvermin get a higher price tag so they can make their money back and generate profit.

So why are Plaguemonks on par price wise with Clanrats?

Thank God. You wanted more Space Marines riding oversized dogs?!
@ OP - Further to previous answers, only Mad Dok can wrap his head around GWs pricing structure, although compared to the £25 Greatswords box, Stormvermin are a bargain!

I was looking at the batallion and battle force sets in white dwarf the other day and coudn't fathom the differences in pricing etc and what you get.
The skaven battleforce seems a bargain, you get like 60 odd models!
The 40K ork battleforce compares badly with it's 20 boys, a trukk and and 3 bikes. Whats the points cost on all that?!
I also can't believe how GW have the nerve to charge full price for the Dark Eldar battleforce, it hasn't been updated in 11 years!
AAARGH rant over!

Just as a point of comparison, as I understand it, the prices at DP9 (whom, as a disclosure item, I do business with) are based off the material involved. More metal = more $. Bigger models are done in resin (Note: most of the resin models would be, say, the size of a GW dreadnought or smaller) and there's something of a gray area where it's a toss-up as to if a model should be done in resin or medal.
Still, no pricing by 'usage' or 'cool factor.' The sculpter tries to make everything cool, after all!

IIRC, the storm vermin have a lot of options and extra bits on the kit, while the clanrats are 3part models, with less options. As well as being smaller models.
GW are currently repricing all of their battleforces, moving away from the random "EVERY BATTLEFORCE MUCT COST EXACTLY £50!" mentality of old, instead making a pretty much playable army in a box, roughly at £50.

And.... You never pay game workshop full price(dont tell HQ)
Find you a site that knocks off some of the price like,
http://www.nobleknight.com/ and there is many more.
or find you a local store that willing to work with you.
i can nine times out of ten talk the store owner into
dropping some amount off.

No need to be secretive if you can find a discount. Indeed, a discount ignored, is a discount wasted by a fool.
Only caveat on this comes when you depend upon your local Store (be it GW or FLGS) for your gaming, in which case you should really support them by buying there. And as long as it's not a GW, there is every chance you can combine both happily with a little wheelerdeeling.

O yes i would agree 100%
my two local stores do look after me and when i do order online i send it to one of those stores and buy more when i pick it up.
I cant remember a time where i bought just one thing. Plus im at a 30% discount at one store, simply becuz i by so much and 45% at the other.
Sometimes it feels like Joe(Local store owner) is giving me the stuff for free.

they're not. the old rafm ones were the same size as tau suits (with the grizzlies and cobras being broadside sized and the hunters/jagers regular crisis sized). the standard gears from the current range are halfway between the old metal and the current plastic stealth suits.

Bummer. Maybe I'll pick one up and see if I can at least use some of the parts....

The Striders ( Mammoth, Naga, and a few others) might be closer, but DP9's Heavy Gear stuff is 1/144th scale, which is something like 12mm. The Pod doesn't do a 'bits service' (with the exception of a few new items) but there is a link to a pic of the parts in each item for the current stuff.
The RAFM minis line ended sometime around 1998-1999, so they're somewhat hard to get. I had a Grizzly in that scale. Thing was ridiculously heavy and not particualrly detailed, either. I think the new version has more detail.
(Chopped quotes for readability.)

Nowhere near it, unless you're making roughly smaller than Dwarf model combat suits.

Can't really say. The Strider parts would look silly and undersized--and Striders are pretty much as big as it gets in Heavy Gear.

You could, conceivably, use them as 'drone' replacements for Firewarriros or the insect thingies. Maybe use Frames or Black Talons? Both have Jump Jets so flight is plausible. For conversion, maybe just use Tau bits (the round drones) for the heads?
The Cataphract is probably the largest humanoid Heavy Gear model (Not counting the Collector's Grizzly that would be approaching Titan scale. ).
Of course part of me wants to say, "But if you like the minis, we have a game to go with them. I won't claim the rules are perfect, but we at least try to respect our players." Also, I can't spell.

At the end of the day GW needs not to explain or justify their prices. You are either going to buy or not.
Does Chevy explain the price of their cars?
Does Dell explain the price of their computers?
Does Apple explain way so songs are now $1.29 and others are $.99?
I want to know why hobbyist have to feel they need justification on: prices, biz plans, Games Days, and so on. Either buy the product and play or don't.
By the way does GW get credit when they drop prices or have good deals like:
Chaos Knights
Chaos Marauders
Cold One Knights
DE Corsairs
SM Devastators
The New Clan Rats
and so on
Cheers

There are various systems for pricing goods and they boil down to "How much does it cost to bring to market?" (because you want to make a profit) and "How much of a markup will the market stand?" (Because you want to make the maximum possible profit.)
