Ok I think no-one has done this yet.
We all know who Sigmar is even if he's not from our respective armies, I thought lets make rules for him, so here goes.
Sigmar Heldenhammer--- 675 pts
....M....WS....BS....S....T....W....I.....A...LD.....
....4......9......3.....5.....4....4....8.....4...10.....
Special Rules
Unbreakable, Immune to Psychology.
The Presence of The Mighty Sigmar--- All friendly units within 12" of him are unbreakable as the presence of Sigmar boosts their morale. He also induces Fear into the enemy.
Strength of a God--- Sigmar has Heroic Killing Blow.
Protector of the Empire--- Sigmar protects the Empires lands, he Always Strikes First against enemies
Speed of a God---3+ward save
Iron Resolve--- Sigmar is immune to Killing Blow, and if he loses his last wound he can be brought back to life with a single wound if he passes a leadership test.
Equipment
Animal-skin Cloak---Light armour
Bear-Skin loincloth--- +1 armour save
Ghal Maraz--- A hammer that was given to Sigmar by a Dwarf King- Kurgan IronBeard. It confers Auto wounds, No armour saves allowed and D3 wounds.

That was a pretty basic peice of fluff. Maybe you should read up a bit more on him?
I like the idea though. Gives me the idea of working up Aenarion.

The rules for his hammer already exist! It's Ghal Maraz, crafted by the Dwarves and gifted to Sigmar by the King he rescued- Kurgan Ironbeard.
So- auto wound, no armor save, D3 wounds, if I remember correctly...

“It was in lands of the Chi-An where she finally ran him to ground. There she kissed him deeply as he lay dying, and so stole from him his last, agonized breath.

you know, Valten, who people said was Sigmar Reborn, had the ability to stand back up with one wound remaining just by passing a Leadership Test. it's cool to be bloody and defiant.
I think you should tone down the high stats in favour of special abilities, like what Warrior Priests have or something. it's not very heroic if you just beat a Chaos Lord because you're indestructible and can basically insta-kill anything in a duel, know what I mean?
and why does he have 7BS?

I'd change this:
Strength of a God--- Sigmar has killing blow on a 5+ on all targets and is immune to killing blow.
to this
Strength of a God--- Sigmar has Heroic Killing Blow.
Iron Resolve. Sigmar is immune to a standard Killing Blow, and if he loses his last wound he can be brought back to life with a single wound if he passes a leadership test.
The Hammer of Sigmar valten has: +2A hits autowound, no armour saves, unsaved multiplied to 3.

I would change this:
The Presence of The Mighty Sigmar--- All friendly units become unbreakable as the presence of Sigmar boosts their morale, also Sigmar induces Terror into the enemy.
to something more like this:
The Presence of The Mighty Sigmar--- All friendly units within 12" become unbreakable as the presence of Sigmar boosts their morale, also Sigmar induces Terror into the enemy.
A slight wording change but in my opinion a bigger game change. It will also have his inspiring presence be similar to an Avatar's inspiring presence.

Hmmm....
I don't think he would be T6, probably S6 T5. Also, he would have at least BS3, as even if he dosen't have a ranged weapon, he is a Demi-god, so would still be fairly skilled with one, and lastly (sorry for this little moan) he has no armour or armour save, only a ward save. Huh?

Afaik he does just wear heavy armour. I haven't read Sigmar, but in heldenhammer he is in plain heavy armour (I think).
Valten wears the fancy armour he was due to get before he disappeared.
Also, he was brought up hunting animals, so he would have some skill with a bow. So Bs 3 probably.

I'll be basing my assumption/suggestion on the picture of sigmar on pg 170 of the BRB, a Heavy armor and Huge animal Hide or Cloak
Heavy armor + Hide/Cloak ( add +2 to his armour save against Shooting attacks" LoL a rippoff of Lion cloak from HE white lions)

Doesn't being unbreakable make you automatically immune to psychology? I may be wrong but the BRB seems to say that.
As for his armour, pg 7 of the Empire Army Book shows him in a simple loincloth thing. He appears to be a very much barbaric sort of guy in combat. As such I can't see him in anything like plate armour or even heavy armour. Personally I thought just the ward save was quite fitting.

well, re-rolling to wound would help him to defeat someone like Archaon who turns auto-waounds into 'wounds on 3+'
but he probably doesn't need that.

How about giving the loincloth he wears some kind of special ability in exchange for no armor save ( obviously still needs a ward save ) How about:
Oh My God! : Sigmar rips his loincloth off in a bloody frenzy, upon seeing what he is packing all enemy male models withing 12 inches lose heart and are at a -3 LD
until the end of the turn. One use only.
