How common are infantry models capable of carrying twin-linked models in the 40K Codices? I only know my codex well, and am looking to write a fandex.

SM and IG only get it with a special character and only certain weapons at that. IG can have it with an order against a certain type of unit.
Sisters Seraphim can have selected options.
CSM have terminators with a twin linked weapon as their basic weapon though.

Tau have broadsides with twin linked railguns and gun drones with twin linked pulse carbines
Space amrines don't have anything standard on infantry that is twin linked, unless you count bikes.
Orks don't have anything on infantry that is twin linked.
Chaos has twin linked on their terminators and some of the guns on obliterators.

Also XV8s, XV9s and almost every Tau vehicle has (or can have) something TL.

Essentially, there is no precedent for man-size infantry figures to tote actual twin-linked "heavy" weapons without super-heavy armour (TDA, Battle Suit, etc).
Man-size infantry without super-heavy armour can and do occasionally tote twin-linked basic/pistol weapons, for example CSM Champions with twin-linked Bolters. It is rare though, and I can't think of a single instance of rank and file being given actual twin-linked weapons.

Slight adjustment, Chaos Chosen can get up to 4 twin-linked bolters in a squad, although I'm not sure you could consider them rank-and-file.
Assuming Storm Bolters are similar enough to twin-linked one of the Sisters of Battle squads can do similar with Storm Bolters, although I'm not sure on specifics not being a SoB player.
There are also instances of effectively twin-linked weapons via magical fairy dust. Specifically marines can get twin-linked Multi-Meltas and Heavy Flamers via Vulkan, and of course guard getting twin-linked via orders. So not actual twin-linked weapons, but with the same effect.

That reminds me. Two warbosses make two units of meganobs troops. Toss them in a battlewagon each and you have a legal force with all the infantry guns twin linked. Ork twin linked, but twin linked nonetheless.

I don't think there are any Assault missile launchers...
Though some xenos weaponry is fairly close IIRC... though i couldn't tell you which ones i'm afriand.

Eldar infantry doesnt have any twin linked weapons. The only twin linked weapons in the eldar codex are underslung catapults on jetbikes and skimmers, weapons on wave serpents, and double weapons on wraithlords assuming you choose to bring 2 of the same weapons.

You're probably thinking of the Grav Heavy Weapon platform carried by Guardians in the Eldar Dex. The Grav Platform essentially gives the relentless special rule. Its just nothing special because Eldar Guardians have paper thin armor, bs 3, and have no desire whatsoever to assault after shooting in 99% of circumstances. The weapon essentially becomes twin linked if a nearby farseer decides to cast guide on them.
While Eldar infantry don't have much twin linked mounted weaonry on infantry, they often in fact get the full benefit of having 2 guns. Take the Dire Avenger and Warp Spider Exarch for example, their gun upgrades give them assault 4, which is nothing to sneeze at. (considering that they are bs5, tl would be a wash)...
