Maybe ogryns are an attempt to create superhumans from adding ork genes to humans for a twisted attemt to create more (yet maybe mellower) beakies!
i know that they just come from high gravity planets and are abhumans but maybe that is what the imperial magistrate wants us to think?!

Time, mutation and enviromental effects are some of the causes attributed to mutation. Myself I tend to believe the warp plays more of a role than anything - some mutations get pretty weird. IIRC Dark HEresy they draw distinctions between kinds of mutations (abhumans and mutants.. abhumans get mutated by natural causes and are genetically stable. Mutatns are mostly the result of the warp and genetically unstable.)
In the case of Ogryns, Ratlings and Squats and other abhumans, I would also argue that genetic engineering probably plays a role. There was a short story in Let the Galaxy Burn by Barrington J Bayley where a heavy grav world was inhabited by quadraped abhumans who had been genetically engineered to fit that enviroment. Ogryn, Squat, and Ratlings probably were as well.
As far as I know, the cases IRL of extremely tall humans are things nothing like ogres. There's a limit to how much mass the human body can tolerate before health complications set in - extremely tall (or obese) people push these limits, and the only way around that is to (I suspecT) modify or enhance the body to withstand them. Ogryn may not have been a plan to make superhumans, but they may have been an effort at engineering colonists to survive a hostile enviroment.

Tau: Because the galaxy needs sentient fish. This is a long-range project of Eldar physiogenesis and genetic manipulation.
