Thing is, that Doomsday Device isn't a toy. Even the Dynasty that controls don't want to use since it disrupts the balance of the stars, and it takes FOREVER to fix.

I should have left him there. He had served his purpose. He owed me nothing - yet he gave himself to me willingly. Why? I know not. He is nothing more than a pathetic human. An inferior race. A mon-keigh. But still I broke off my wings so that I might carry him easier. I took him from that place, into the snowstorm where our tracks will not be found. He is heavy. And he is dying. And he is slowing me down. But I will save him. Why? I know not. He is still warm. I can feel his blood ebbing across me. For every beat of his heart, another, slight spill of heat. The heat blows away on the winter wind. His blood is still warm. But fading. And I have spilled scarlet myself. The snow laps greedily at our footsteps and our lifeblood, covering them without a trace as we fade away.

That sounds like something an eldar or a necron would say, but as Valeria is from the Ordo Xenos I dont find it surprising.
However I do not agree. The emperor was not nice, the emperor was not good and in allot of cases the emperor was downright evil but he had the interests of humanity at heart.
Firstly out of all the beings of the material universe the emperor was probably the one who understood the most about chaos (even if it was just the tiniest fraction). Only his burning, violent ambition could have driven the great crusade and had he been a perfect being (which he was not) and not made any mistakes, humanity would be enjoying a new golden age at the cost of the genocide of every Xenos species.

You know what happened to the last time someone attacked the Imperium with supernova-inducing technology? They were destroyed. Incidently, their technology (which was from the Dark Age of Technology) was taken to Mars. Considering its users were (admittedly rogue) Techpriests, I'd assume that the loyal techpriests were also able to figure out how to use it.
Although I do wonder how easy to snuff out those lights are on the Celestial Orrery. Presumably its difficult to accidently put one out.

To me it's quite clear she's targetting Darkhammer himself, as before that line she tells him he is mistaken about the true will of the Emperor, who according to her was not so narrow-minded as to put a ban on something that could be used to the benefit of mankind, in true Radical fashion.

A defiant blasphemy à la " lol carrion god lol" ? Hardly.
