AFAIK Aleck, the Harlequins are a religious sect of eldar who serve their god Cegorack(spelling*) who is apparently alive and well and guiding the eldar from the shadows through the Harlies and other methods of influence. In fact, as an example of this, its popularly held that Lady Malys of the Dark Eldar is actually spiritually melded with the Laughing God following a battle of wits that lady Malys ACTUALLY won betwixt the two.
I don't believe they are truly mercenaries, however they will aid just about anyone the Laughing God tells them too, or any eldar (dark eldar as well I believe) that are nearby and need it.
