A Mercenary group sets up in the cities sewers.

The trash collectors find some of the refugee skaven and deport them to the dump where they join the Orks. A series of rickety shanty towns are established and tribes organized in a sort of strange caste system that blends religious and racial discrimination against both aliens. Strife ensues across racial lines and fractures the entire dump into a holy war consisting of no less than 35 factions with no possible end in site as both sides multiply even as they divide.

The madness continues as the tribal shanty towns continue in their strife. Dynastic lines are established and mere inches of trash are bitterly fought over. Weapons facilities, chemical refineries, nuclear and warpstone power plants spring up all over this unstable zone.

He then goes to chemically infuse artificial derivatives from cocaine, tobacco, and heroin to make a single micro-gram of Tilly Tonka's Chocolate the most addictive substance ever. The stocks of the Chocolate factory skyrocket as the world benefits from slave labor.

The city benefits from wealth not seen in human history.

The city is now stretching an entire continent.

The with no room for expansion, the city grows vertically. Tilly Tonka and his Sorken build vast factory complex's that spew toxic ozone depleting chemicals into the sky. The rest of the world begins to sicken and die as Tilly Tonka continues to debt all other continents to financial servitude.

Sewing shops begin producing lead lined clothing and Count Gout builds magnetic shields over the newest (and most expensive) Hive Spires.

A Pier is built over the former harbor, using slaves as pylons.

Count Gout erects a massive laboratory upon the pier and begins using Skaven agents to kidnap faraway people's from the other 5 continents of the world.
