Ok,now my local gaming group has been in contact with John Spencer from GW.
This is the response post from the leader of our group:
So I posed the question/situation to John:
According to the rulebook, "a vehicle with a wreckin' ball causes a strength 9 hit upon one un-engaged enemy unit within " 2" of the wreckin' ball at the beginning of the assault phase on a roll of 4+"
Within 2 inches of the "Wreckin ball" not the vehicle carrying it....
So what happens if someone does a modification need to make a crane with a 10 inch long arm? Or what happens if someone makes a wrecking ball that is 6 inches in diameter on mounted on a 10" arm that can rotate 360 degrees? How do we interpret the rules here?

In my group, it wouldn't be an issue.
The person attempting to violate the SPIRIT of the game would be verbally bashed, harrangued and possibly slapped in the back of the head Orky style.
They he would be told "no."

Not sure I really see a problem. You are allowed to turn your facing in any direction at the end of your move and a Trukk is AV10 all around. Since Trukks are the only models that currently come with a WB in their kit, you have to model your own on everything else anyway. For a battlewagon, I can see an issue for the player who doesn't want to turn his rear to the enemy- so model your Battlewagon's WB so that you can use it from either side, the front or the rear. As for how big/ how far it can reach... well I'm not going to make some asinine and subjective statement about that since no guidance is given, but I think you would probably be safe if it reflected the reach/dimensions of the WB on the Trukk no matter what facing it protrudes from.

I would just mod the ball to rotate.. seems fairenough. if someone was pulling more than that I'm sure they would get dinged on sportsmanship.

As funny as it would be, I think I would like to keep my friends, and im pretty sure in a tourney scene that would tank your sportsmanship fast. Mabye we wil see some for ard boyz tho.

I raised this point a month or so back with grabbin klaw and the ability to mount it on an externded rotating boom.
Itys more topical because the grabbin klaw is a very good way of taking down eldar grav tanks. You move your battlewagon 13" and have the radius of the boom to add to that. Falcon catching made easy.
Needless to say this could make some Eldar players howl, loader than victims of wrechking balls. Especially as there is no official grabbin klaw representation.

Actually there is.
I don't know if you can find it anymore, but there used to be one. It still could be changed a bit and mounted on a swivel of some sort.
I'd also like to take this oppertunity to mourn the loss of my Painboss, Cyborks, and their groovy ambulance trukk. They will be missed.
