Why not? Most armies in 7th require allies to function - there's just too many things that are ridiculously good -except- where grav is concerned.

Allies and all associated shenanigans where and still are a terrible idea. A weak codex is not automatically made strong because it can ally with 'flavour of the month OP codex'.

Besides, it is far to easily abused - Tau and Eldar for instance.

Plus Allies for grav can be pretty dang difficult for many armies. Deploying 12" away from yourself and having to deal "with one eye open" the whole game really blows just for the chance to use a weapon type.

2, but I wouldn't be a bit surprised if GW put it in every IoM army as they update them.

You know because of power creep.

But then again, I also wouldn't a bit surprised if they updated the IG codex and nerfed it even harder into the ground then it is now.

Space Marines: Jacks of all trades yet masters of GRAV CANNONS!!!.
My Star Wars Imperial Codex Project: http://www.dakkadakka.com/dakkaforum/posts/list/641831.page
It has 7 HQs, 2 Troop types with Dedicated Transports, 5 Elite units, 5 Fast Attack units, 6 Heavy Support units, 2 Formations with unique units not in the rest of the codex, and 2 LOW choices.

Good news is that grav can deep-strike anywhere on the board with little hazard! So don't worry about it
