yeah,
Is there a percentage of a model has to be citadel for it to be tournie / GW store legal?
Or is it a blanket no no to use non citadel parts/ bases etc..

I think the old rule was 70%, Plasticard and sculpts count towards that 70%. Bases, I never seen anyone say squat about bases. I use resin bases from all sorts of companies.
They used to look the other way on ork battlewagons and squiggoths, but that may not happen much longer.
Pretty much, it is hard to use a core figure from any other line without problems.

Yeah... I think I found some people who wanted 100% GW bits (scratchbuilt was ok, mostly 'cause they couldn't tell if you used GW greenstuff).
I thought the Squiggoths and Battlewagons were still allowed to be made from toys. They did use to feature them in White Dwarf.

Definitely make sure you don't use any bits from other games. Plasticard, green stuff, things of that sort- those are pretty much perfectly fine.
If you do go with custom bases, be positive they mimic the exact base-perimeter proportions of those GW provides, otherwise you will get a ton of flak from other players, especially your opponents. Well, usually. There are decent opponents out there who don't mind... sometimes.
