So, reading the new Space Marine Codex and the YMDC forum I'm of the belief that allied Sister's flamers and meltas become twin-linked when Vulkan is present, being a Witch Hunters player I decided to throw a quick 1500 point list together. This is very rough and things like the Extra Armour and Combi-Flamers are probably gonna be tightened out of the list.

Pretty standard stuff, just mech Sisters with minimized squads and a couple of Razorback tacticals to meet Force Org Requirements.
Just worried the I am forgetting some cool tool that would really bring the army together.

Sisters flamers and meltas do not become twin linked sorry to burst your bubble. As a Salamander player and I have the SM book. The Book says if taken Vulcan your army loses combat tactics to gain chapter tactics so Sister of Battle would have to have combat tactics in the first place to have them be substituted to gain chapter traits. So Allied sisters unfortunately do not gain from those benefits.

Not true Scotch. Not true at all. All other Special Characters have the wording "all units exchange Combat Tactics for X" (emphasis mine). Vulkan says the whole army loses Combat Tactics - and the whole army gains weapon bonuses. One is not dependent on the other. There is a thread in YMDC on this issue.

The big reason for it is that vehicles with meltas & flamers (which don't have Combat Tactics) can benefit from Vulkan's special rule.

Where does Vulcan go in this list? Does he sit back with the static combat squads (presumably the 5 men with the multimelta)? Also, given how cheap razorbacks are in the new SM codex, I wonder if immolators are cost effective.

I think Immolators are viable with Vulkan, but a regular new SM/WH list has me suggesting you just take SM RBs.

I am pretty sure that only the Space Marines get the advantage from any of these special rules.

The tactics are still rough, but I'm thinking that Vulkan goes either in a forward Razorback to add his flamer to the mix, or discourages assaults from the combat squad sitting on my objective, depending on the opponent, of course.

In regards to the rule itself, the wording does say that all meltas and flamers in Vulkan's army get the bonus, I do not see how allies wouldn't count as part of the same army.
