Yesterday I saw a guy playing 40k with 2 18 men squads. He had a rhino for one of them? Is it legal to take a rhino for an 18 man chaos squad where the rhino can only fit 10? Is there a loop hole that allows this?

Unlike some codices, like the new Ork Codex, there is nothing stopping you from having a squad too large to fit into the vehicle take it as a Dedicated Transport.

the squad can take it and use it when they are reduced in number,
Also all transports can taxi any squad about so another squad can use it.

with a havoc launcher it's a reasonable upgrade for the squad, a moveable wall that fires off strength 5 blast templates cheap cheap...
