One of the main problems trying to get this organized is that everybody in the universe hates each other.
But... what if we had a 'Puppet Master' type xeno race that got others to fight its battles for it?
Of course, some races/units would be immune such as; necrons/inquisitors/servitors/daemons, etc but nearly every other living thing could be affected meaning you could field mixed armies (at last).
Thoughts?

It would be interesting and you could even goe as far as to allow other alien races. This could be a conversion heavy army. Hell, you could even bring back the SQUATS!!...

It would be pretty cool, just make a book named Xenos.
Honestly they should just do a book called Xenos and Heretics then include all the different armies that we have missed such as Genestealer Cult, squats, and others.

Dogs of War for 40k?
That's easy - just fill it the miscellaneous Xenos:
- Hrud Snipers / Saboteurs
- Donorian Clawed Fiends
- Kroot Mercenaries
- Vespidae
etc.
HQ not necessary - they just add on to an existing army, similar to Inquistiional allies.

Actually, in WH40k, there is a race that gets other races to fight each other for their own reasons; Eldar. And yes, they do manipulate Necrons, Inquisitors, Space Marines, Deamons and Daemons, maybe even the Hrud. The Eldar are very crafty, even if you knew they were manipulating a situation, you might not be able to prove it, even if you knew what to look for.

1) Dogs of War List WIP
HQ
Any non-warp Sentient/Necron. No Deities or Semi Deities. No 'Strong in Faith' (Witchfinder/Inquisitorial).
Troop Choices
Any sentient. Tyranid only if Tyranid HQ. Servitors ok.
Elite
Any Sentient. Tyranid only if Tyranid HQ. No Daemons. Nothing Possessed.
Fast Attack
Any driven by Sentient: No machine intelligence. No Daemons.
Dedicated Transport
Nothing with Machine Spirit. No automated craft. No Possessed.
Heavy Support
Tyranid only if Tyranid HQ. Nothing automated. Orbital Bombardment 100pts extra.
Optional: No beasts.
I'm not familiar with every list, so if I make a mistake here, forgive me. Help/advice is welcome.
2: proposed Sub Rules to balance out super armies.
All units cost Codex + 20pts
On death of first HQ, owner of HQ rolls two dice. If rolls 6+ all units fall back to nearest table edge. Leadership test next turn to stop fleeing for each unit at +2. On death of all HQ, roll single dice 3+ leads to fall back. Leadership test at +3 to rally.
Space Marines do not have ATSKNF.
In other words, keep your HQs Alive.
If units from different Codices (in DoW army) come within 1'' of each other (with no obstruction between them) they must roll leadership (mod -1) to prevent them attacking other unit. Roll this every turn to see if gain control.
Optional: Units lose 1 BS score but gain 1 WS. Vehicles lose 2" Movement. HQ's gain one wound/toughness bonus.

IMO, the best way to do a mercenary book for 40k, would be to think what would actually be possible in the universe. We know that Kroot work as mercenaries, as well as some of O'Shova's warriors.
HQ choices would be okay, something like an Eldar pirate lord or a Rouge Trader. The RT would be similar to an IG command squad or an Inquisitor retinue.
Ork Flash Gitz are also an obvious choice for mercenaries in 40k.

@ HBMC : For the most part yes, but that could also be seen as a form of manipulation of the Necrons in itself. I can't site anything specific (most of what I know on Eldar-Necron relations is second hand from the Hobby Shop) but Eldar might awaken a Necron cell to address a more important threat, or to, perhaps, bring about the cell's destruction. Say, for instance, menacing Tyranids or Orks? Orks are, as far as I have read, the natural enemy of Necrons, with Orks perhaps created for the specific purpose of helping to combat the Necron threat.

A third flavour would be 'pressed into service' where HQ and Elites are from the 'dominant force' and troop and vehicles coming from the 'oppressed minority' with Fast Attack and Heavy coming from either or both.
