Can CSM armies use CD troops and HQs?
IE In the new csm codex there are lesser demons and greater demons, but there is nothing special about either of them. So could I pay the extra points and play say.. a squad of bloodletters in my army, OR would I have to stick to the gakky lesser demons?

They're completely different codexes. Although similarities certainly exist and it wouldn't be a terribly far cry from established background (i.e. a Word Bearers style army), this would be about as far out as Eldar and Dark Eldar coexisting in the same list, or Tau and Orks.
Some sort of Allies rules between the Chaos Daemons and CSM codexes similar to what Imperials have for IG/SM and Inquisition would be very interesting, although much harder to balance.

Just a note, the harlequins roam the webway and interact with both Eldar and Dark Eldar, indeed the original Codex: Harlequins allowed them to be used stand alone or as allies for either of the Eldar Armies.
so, Eldar and Dark Eldar in the same list isn't so wild really, matter of fact alot of rumours suggest Dark Eldar will be getting harlequins in their next codex.

Interceptor Drones can disembark at any point during the Sun Shark's move (even though models cannot normally disembark from Zooming Flyers).

And Ork mercenaries have gone to war under the banner of the Tau Empire, Space Marines have allied with Eldar, per background fluff.
There's lots of examples where factions have coexisted, but crossing your codexes will have opponents staring at you with crossed eyes.

Also, point for point the things in the demon codex are cheaper since they are also forcing you to deploy specially, etc. When you take units from it without the context(the whole army deepstriking etc) you end up with headaches in game balance.
You could do it in a friendly game with your opponents permission(and allow them to do somehting similar, use an outdated rule of theirs, or borrow a unit from another army they wouldn't normally have access to). Just don't expect to do it often as it will be unbalancing, and sometimes outright unfair. If you do this you should only borrow one or two units and they should only be the troop choices. Adding bloodcrushers to a regualr chaos army is a good way to get punched in the face, even amongst friends.
As an afterthoguht, I normally hate games of choas on chaos, but if a friend and I showed up for a friendly pick up game, both of us buying our basic demons from the demon dex could be a fun and interesting one time battle, and we would both get the same advantages/disadvantages so fairness and balance would be less of an issue.

Ironically, the DA FAQ we got from GW a little while back would seem to suggest that you could mix and match, at least a bit. In answer to the question as to whether the DA's could use the rules for wargear in the new book (like straight 3+ inv from storm shields), the FAQ gave a long tirade about how basically you can do whatever you want, and if your opponent doesn't like it he's a bad person (and possibly a cheater) for breaking The Most Important Rule. They seemed to suggest just kinda going wild with the mix-and-match, at least for things that have the same name/entry. The first thing I thought was "Hey, there's this 'Daemon Prince' in my Daemons codex and there's also a 'Daemon Prince' in the CSM 'dex... seems like, according to all this, I should get to use either. Hello, three winged Lash princes in my Daemon army!"
Now to forestall anything, I haven't actually tried to use this argument. However, the feel of that tirade in the DA FAQ really did make it sound like they'd have about the same opinion as mixing and matching the Lesser or Greater Daemons from CD and CSM. Something to think about.

Actually, it said use the entries in your own codex. If you and your opponent agree, make a house rule.

Yup. They said that the rules in your codex are the rules. But they went to some length to say that you and your friends can make agreements to break the rules in a game between yourselfs, and it doesn't make you bad people.
