I've come to call my meager army The Adelphus Crusade after the one game that I've played with them (GM said the planet's name was Adelphi so hense...)
ELITE: Emperor's Champion (Black Templar Codex).
HQ: Chaplain
HQ: Command Squad (escort for the Chaplain). 1 Sergeant with Sword and Bolt Pistol. 4 Initiates with Bolters.
TROOPS, Squad 1: 9 Initiates, All armed with Bolters. 1 Sergeant with Sword and Bolt Pistol.
TROOPS, Squad 2: 9 Initiates, 2 with flamers, 2 with Missile Launchers, 5 with Bloters. 1 Sergeant with Sword and Bolt Pistol.
FAST ATTACK: Land Speeder Squadron; 1 LS with Heavy Bolter.
Point Total: around 730ish, give or take.
I'm looking to expand here next week by getting a Space Marine Captain, a Standard Bearer, 1 Dreadnought, 5 Terminators, 10 Tactical Space Marines. Haven't done the points up yet for what I'm looking to do.

A few points you might like to take with you.
1) the emperors champion is not an Elite, he is a HQ choice. You cans still take 2 more HQ's because he does not take a HQ slot but if you do take him you can use him as your mandatory hq. If your army is less then 750 points you do not HAVE to take him but hes just to good to pass up, you want to give him the accept any challenge vow for 50 points though, this vow gives every black templar in your unit reroll to hit in assaults.
2) Crusade squads do not have sergeants, even if you pay for a power weapon and bolt pistol they do not become sergeants. Also you really want to exploit the emperors champions vow here by giving your initiates a close combat weapon + bolt pistol, it will make them alot more effective.
3) if you take the accept any challenge vow you don't really need a chaplain.
4) I would consider dropping the emperors champion and using this list with the normal space marine codex where you'll probably be cheaper points wise and have a few better stats with your current list.

Ah, my bad on the Emperor's Champion... I don't know where that came from in my notes...
So this might be a really stupid question (I'm really rusty on the rules), but can I tally up the points using the basic rulebook, or Codex Space Marines, and still have it as a Black Templar army? I really love the paint jobs I've done with mine and would hate to change chapters.

The command squad actually can have a sergeant. The crusade squads can't.

The second squad isn't legal. You can only have one flamer and missile launcher per squad, and if you take a missile launcher, you can't take a power sword. If these are all of your models, you should probably move two marines out of your first squad and split the second squad into two squads of five. If your sergeant models have chainswords, not power swords, then you can include them as normal BT marines.

Thank you everyone for the help on this. I got my army revamped and (hopefully) true to the Black Templars Codex. Please let me know what you all think.

FAST ATTACK: Land Speeder Squadron, 1 Speeder with Heavy Bolter
