I have started work on a homebrew codex race of my own. I have a vague idea of what I want it to be, but I want Dakka members to make suggestions for the codex, in terms of rules and fluff. Everyone's ideas are welcome and you get credit in the codex even if your ideas weren't incorporated (under the name 'people of Dakka').
Check out the thread in '40K Fluff for nutters' to vote on the nature of the fluff of this race.
This thread is for rules suggestions only. There are two possible ideas (the poll); an MEQ-ish psyker-heavy alien army featuring highly specialised troops with powerful weapons, but low in numbers, or a human separatist MEQ-ish army featuring two basic kinds of infantry; regular humans, albiet well-trained, and humans in powered suits, a bit like Space Marine armour, but more of an exoskeleton.
Go wild people. I want this codex to be proper and balanced, with original ideas and varied options.
I'll check on this tomorrow. You have a week to vote.

Um... why are we limited to MEQs? What if some people think that MEQs are boring, over done, and generally a cop-out for someone who doesn't know how to use tactics and lacks the skill to play a decent game? I mean, we already have Space Marines for pro-Imperium force and Chaos Space Marines for anti-Imperium/Separatists. I mean, with all the MEQs out there and the distinct lack of non-MEQable armies, do we really need another "MEQ-ish" army?
Not trying to insult anyone, just sort of pointing out that we have enough MEQ and MEQ-ish armies out there, we probably don't need another one clogging things up.

Well, now that I've thought about it, the humans would be a happy-medium between MEQs and Guardsmen. Hence the whole exoskeleton-wearing professional soldiers and the regular human corps.
This psychic race that I'm talking about are not purely psychic aliens in the same sense as the Eldar. They use psychic energy to power their weapons and equipment. They're like a race of warrior-psykers.

Warrior-psyker separatist humans would be pretty sweet actually.
:edit: Like, thousands upon thousands of years ago, these humans separated from the Imperium, and came upon some weird thing, then a lot of them became psychic.
Ooh, and you could have conscript kind of forces, like the outcasts that aren't psychic. The separatists view themselves as a sort of master race kind of thing, and want to eliminate all-non psykers.
I dunno, just an idea.
