in the SM codex it says you can deploy a 10 man unit as 2 separate 5 man squads, now the question i have is can they be seen as your 2 troop choices and if so do they get to keep the extra gear they have for being a 10 man unit. The reason i ask is i am very new and i don't have another troop choice completed yet and i would still like to play a 750pt game and everything i have is from the AoBR set plus a 5 man assault squad.

Afraid not.
While they effectively act as two separate troops choices after they've been combat squadded they still count as one Troops choice on the Force Organization chart.

Nope, you'll still need to buy another 5 man Tac Squad with all bolters or a Scout Squad. I would recommend the scouts tbh they are a nice unit for a stating player and add a little variety to the army, and also gives you practice in how to appreciate cover ;P

thanks for the info guys i really appreciate it. I have been wondering about getting some scouts but in the games ive been watching they are never used, are they more a specialist type squad or would you outfit them to handle multiple situations.

They are most certainly a specialist squad.
The two best uses for them are:
As a Sniper squad with Sergeant Tellion, They can hang back with a 3+ Cover save and try and pin down enemies, and telions ability to force a heavy weapon/ HQ guy to take a wound is priceless.
As a 5 man throwaway CC squad (with a normal sergeant, preferably with meltabombs) mounted in a Land Speeder Storm. If your going first, you move 24" in the scout move, 12" Turn 1 then disembark and charge an enemy heavy weapon squad/tank if you have given the sergeant meltabombs. If you are going second, you can either do that and hope the Storm's 3+ Cover save saves your ass or keep them behind to outflank and get something from the sides.

I've been thinking about adding a sniper/Telion squad to my army. I'm just not sure how to fit it into the fluff.

What fluff problem are you having? Does your chapter have some beef with snipers? Or are you afraid of using Telion in a non-Ultramarines army? Just say Telion is on loan, which his entry states he does, or just counts-as a special sniper of your chapter. Veteran Sergeant Tex of the Deadeye Chapter for example.

I like Gwar's Boom-Heashot actually.
Bruceleroy aka last dragon, I suggest you check out the tactics threads for both combat squads and scouts. you'll get more handy uses for them, dos and don't etc. in that section, now that your rules query has been answered.

I've been fluffing out my army as a Salamander's successor chapter with Vulkan and Khan as my HQ (rules-wise). I mean, recon is important for any kind of force, so there's always that, but...
As my roommate sort of pointed out: Snipers don't have fire. I really like fire.
Once I get the 7500+ points of marines I currently possess completely painted, I'll put up pics and character fluff.
