I heard that the salamanders and the people of Nocturne have a "dark complexion". Does this mean they are black (of negro desent) or are just black (like the color). I wonder this because I haven't seen too many pictures of salamanders without their helmets.

Using the word negro to refer to black peple is probably not the best idea... however in answer to your question they were originally of african skin colour but they have since been retconned to be pitch black

Salamanders are black, their gene-seed reacted with the radiation from Nocturne

Negro was a degratory term used by slave owners to refer to black people, it was used as a species name.

I guess their faces would be on the differcult side to paint since they would have a black complexion vs a brown complexion. I wonder how that would work. Black base with grey and blue highlights?

You could try a grey basecoat with a black wash followed by highlighting.

Wrong, they were not "retconed", they were "Re-Retconed".

I'll summarise:
Original Fluff: Coal Black Skin and Red Eyes
Armageddon Codex: The idiots painting the Models paint them as "Black" and all hell breaks loose from the Fluff nuts. GW Realised they made a boo-boo.
New Codex: GW Fix it by reaffirming the old Coal Black Skin Fluff.

So yeah, if you want a fluff correct Sallies force, its BLACK skin. Of course, if you want to paint Them with Brown, White or Purple skin, it's up to you.

Indeed.
Also, even in the Index Astrates they have this Picture:

I understand it is black and white but the Shade of Black is far too dark for a "African" skin tone

So, I actually went and read the OP. The Non Space Marine people of Nocturne are said to have a very dark skin tone because of the planetary conditions, so yes, they would have skin pigmentation similar to the very dark african types of skin. However, the geneseed is corrupt, and causes the change to having coal black skin and red eyes only AFTER they become a full Space Marine

Too bad the pic is in black and white and it's hard to tell if he's black or just dark but he looks of "african" skin tone to me. It seems that GW
have SM of every ethic group (e.g. the white scars are obviously asian) but when it comes around to a group of color...
My nephew once asked why aren't there any black space marines and the only thing I could tell him at the time was the salamanders were the closest
to black that they had...

You can tell him there are plenty. It's just that, in the less PC times that the original Canon for Space Marines was written (the 80's!) the game was being Marketed to White 20 something males and the best way to do that is to make the heros White 20 something males.

Hell, the Emperor was born in the Area where Turkey is today, he sure as hell wasn't white.

When it comes to human skin color even the most darkest person aren't JET BLACK but are more of a "dark chocolate (think 90% cacao)" brown. I guess that would be the skin color for the normal people of Nocturne but the radiation might have a different effect on the skin color once a person becomes a space marine.

That is exactly the case. I believe it is Implant #13, The Melanochrome, that is "damaged" for the Salamanders and is what causes them to go Coal Black

It is a Legitimate Question due to conflicting GW sources as to the correct answer.

Now is the iris part of their eyes red like an abinio's or are they red like someone with pink eye? Or are their eyes of a normal color and they have that membrane on the back of their eye (I forgot the name even though it's at the tip of my tongue) like most animals have that reflect light giving them that that "burn red eye" discription? That's how much we knew about the salamanders since they are not drawn that much in art work. Putting "burning red eyes" on a human model can turn into a disasaster if done wrong...

Sniper beat me to it, but the SM codex has several pictures of Salamanders with flesh exposed. And they are black as, well, Chaos Black.

All throughout the Salamanders novel they refer to it as jet black skin. And jet black is about as black as it gets.

And on the eye issue, I would guess...you ever see a photo with severe red-eye? Like that. Or like the Terminator.
