what was your first army? how did you play it? do you want to try something new or a similar style? how do you like to play? are you a player, painter or modeller? do you like large numbers of models or low?

Your question is far to vague and ultimately unanswerable, choosing an army isn't as simple as someone saying "pick that one, its great"

Each race in 40K has its own style and look so you really need to look at each army and find which one appeals to you the most. Getting one that is vastly different from your first one is best depending on your likes(foot slogging army players sometimes like to change to a shooty army for example) My personal suggestion is first of all, get yourself down to Games Workshop and look at all the models for each race as for many people they are drawn by the visual look of a race before anything else

I myself am a huge robot and anime fan, so the style of Space Marines and Tau appeal to me greatly as they resemble my interests closely.

Next step is to have a look at the codex's, have a good read through them and see if the models and style will fit your interests. Asking GW staff is extremely helpfull as they will give you advice on each army and what they could do. I will give a brief summary myself but the staff might be better.

Third step if you have the patience is to watch a few games being played of the army.

==Brief Overview==
Space Marines
An excellent starter for any player new to 40K, they are hard as nails and have access to some very powerful weapons and abilities

Chaos Marines
Not an expert on them, however I find them acting the same as normal Space Marines but the squad leaders and other charactor have some unique abilities they can take that make them more powerful and potent

Eldar
Quick, nimble and if supported correctly ... deadly. They sport lighter armour than the Imperial and Chaos forces and can sometimes run rings around their enemy with some really potent Close combat troops that can eat through your lines quickly

==In Closing==
As I don't know what your first army is I can't recommend an army, I chose my three armies so that i had an army for each style that I like to play. Marines for when I want to trudge forward taking hits and giving plenty back. Tau for when I feel lazy and want to play defensively on the back lines, and Orks for when I want to stomp accross and generally batter, maim, and kills things.

i wouldnt choose eldar if you want to play like that, seems like SM or CSM are better.

I would say eldar bacause i alreday play Chaos speze marinze so we wouldnt want spez marinze vs spez marinz
+ regular space marines are kinda bland and repetive to paint.

If you want something spiky then chaos is your friend! be careful though as the models often demand blood! For something a little more complicated to build/paint/play then eldar are the way of it......if you want to be like all the other fanbois and run the FOTM list then space marines are for you!

Out of those three, i'd go with Tau. But you really need to work on your spelling.

Eldar as a close second.

i think i will have Space Marines but the mentally unstable and think all the others Space Marines are heretics.
then after a a year or two i will convert them to chaos after they figure out that the Emperor is just a rotting corpse.

Sounds awful! Heresy should never be tolerated! But, Eldar are awesome, and IMHO hard to play with unless you get their tactics.
