I'm pretty sure they can still fit a few psykers in given that in the super CAD the options are:
5 in the HQ (Yvraine, Eldrad, Farseer, Conclave, Spirit Seer)
1 in Fast Attack (Hemlock)
3 in Troops (Guardian Defenders, Storm Guardians, Windriders)
2 in Elites (Shadowseer, Black Guardians)
1 LoW (Yncarne)
1 Heavy Support (Vaul's Wrath)
and I think 11 of the 20 formations (3 of the 5 Ynnari have at least 1 psyker, plus 3 Harlequin and 5 CWE formations).

Also good to see that Jess says he's not finished yet. He's got to design the plastic Aspects and give us an amazing new Avatar of Khaine to rival the new Greater Daemon models.

No kidding, lord knows that the warp spiders and swooping hawks need a plastic makeover. It's a testament to the longevity of most of the current aspect warriors sculpts that they still look iconic and good even now but being made in plastic gives so much more potential for wargear and posing.

Is it an oversight? Seems intentional to me. The Seers of Ulthwe guide the Black Guardians through the webway to conduct their webway assaults. They do this from the craftworld.
Doesn't Ulthwe have the most Guardians anyway? Makes sense that there wouldn't be enough Warlocks to go around, especially if they are assisting the Farseers who are opening up the portals.
Now what would be an oversight, is it they didn't eventually include an Ulthwe Seer Council. Simply adapt the current Seer Council formation to include Webway assault at the expense of not allowing them to use Jetbikes.

Right and they are know to deploy those psychers primarily via seer councils. The absence of them in black guardians was disapointing and was not the case in the original Ulthwe strike force, but not necessarily un-fluffy. You can still take tons of psychers elsewhere.
I'm working on an ode to the old USF and using reborn host to get the psychic element. Seer Council, Archon with WWP, Autarch for resevere manipulation, min troops of some sort, other stuff as points allow, then double USF formations. The nice thing is while USF won't benefit from Strength from Death, they can still feed it.

The artwork in the book is a bit hit and miss, with a lot of re used pieces. And there is a big lack of art showing biel tan and the new red armored eldar. Its just strange to me, and the re used artwork is superior to the new stuff...no big surprise there.
There is a couple pages of the color schemes for ynnari and a few other craftworlds. Kind of like how the color schemes are laid out in the skitarii codex. It is certainly a striking color scheme, I hope they release a transfer sheet for the ynnari (not a limited one please). There is a cool white/black/red harlequin color scheme too.
Hopefully someone takes scans/images of these color schemes for the wikia databases.

So trying to figure out this Ynnari army in my head. If you were a Black Guardian (in the Ulthwe Strike Force) but decided to follow Ynnead, would you keep your black armor or would you convert to the new colors?

I suppose it's up to you how you want to paint them, I don't think eldar are really as regimented as imperial forces so it could even be up to the individual guardian, some of the fluff we got in the preview shows cabalite warriors who fully painted their armour in the ynnari colours while others kept it secret from their archons and kept the original colours of their cabal. It seems with a lot of craftworlders they can come and go as they please, choosing to become an outcast or leaving to join corsairs etc.

I figured they were following the Visarch's lead since that was his shrine's colour, but I'm sure someone with the book will come in with the correct reason, if there's one given.

Well, I SHOULD have had the book last night but fedex decided not to deliver. I think what I'll do is paint the Ulthwe normally, since I already have an Ulthwe army, and they are technically a different detachment. Think of it as the Warlocks are lending this Ynnari army some help and support. Then I'll paint anything new, the same as the Ynnari pics we have. I just can't find what paints they used anywhere, or how they did the incubi swords.

It is a tip and a nod to the Corsairs.
I got a box once upon a time, and the red is the same color I used, as well when I had a Eldar contingent. Apparently, the colors, back in the day all had a different meaning, depending on the color, the function was correlated.
Added in some Saim Hain jetbikes, and the corsair hand to hand guys, with the shurkin overwatch team.
In Newspeak, the Ynnari are the bad kids of the Eldar. They are looking to me like an adhoc defense force that are just anyone in the area coming together to defend the circuit. I'd expect more Wrathguard and Wrathlord forces along with this one... Go big or go home takes on a whole new meaning...
You know, I'm not a Eldar Player, but this re-visioning of them is a really neat way to get me to be one...
