So long ago I played and quit
WHFB and
WH40k. They're nice games but the rules are not for me. Instead, a few mates of mine and I are getting into a free table top game called No Quarter. I developed a small world map of my own, with a continent for each player.
I have one guy who's already going to use his Lizardmen (
WHFB), and another guy who wants to run a samurai styled army. We found quite a few figs for that, but I need to get his follow up.
What I'm having trouble with, however, is finding figs for my own force, which I figure would be Euro styled; the traditional human fantasy guys.
I would have gone for Wargames Factory or Warlord 28mm plastics, but they've only got Celts and Romans and Ancient Germans -- too many topless guys to fit the theme and my green stuffing skill isn't enough to make up for it. Plastic is my preferred medium, as I can interface
GW bitz as needed, change poses and sort of customize from the ground up. Also, the plastics are either Romans with sword and board or rabble with no real structure -- not what I'm looking for, even if they're great looking figs.
I figure my main-line fighting guys would be bill men or halberders, like those seen here:

http://www.oldgloryminiatures.com/proddetail.asp?prod=DA-09 Apparently, only six shields for the entire unit of 30 guys (though in my case, the ones with sword/axe/stone thrower would probably get sidelined for unit homogeneity).
Foundry came close, but their stuff's a bit expensive per volume.
I am staying away from GW because it would make my mate's metal 28mm samurai look funky -- the scale's off on GW figs. I've been around the net so I've done some leg work on my own, but I'm sure I've missed something. Can anyone tell me where I can get figs that are:
* 28mm
* Armed very similarly (spears, bills, etc) in a way that would make them a "formal" unit (resembling a trained and regular army).
* Not ultra expensive (like Foundry)
* Not those crappy 1:72 scale plastic figs.
