Yep they are RT era commisars. Two are one piece lead minis and the third (chap in the middle) has what looks like a lead left sword arm and a plastic arm with a las-pistol. see below for the first two.
Sigh the days when commisars were cooler and beastmen were found swelling imperial ranks.

Uniforms are colourful and more ornate than the other IG regiments.
