From Texas.
EDIT: I personally know two officers in my community and approve of them.
For the past 7 years one of them had to deal with death threats from colleagues because he was doing his job and wasn't paid off. He is now under new management so definitely a step in the right direction.
That's why my opinion of the job they're currently doing is better than my overall trust level.

#1 & #2: Hell no!!! I love those police chase shows. However, I do think that anytime the cops have to chase somebody, they should be allowed to beat them up. For closure.
#3: None at all. They're just speed trap attendants.
#4: Yes! We need more broken homes. Where do you think all those teenage meth-addict joy-riders come from anyway?
#5: I'm from Kansas, dude. They'll stop you on the rural highways JUST for being black in their county.
#6: I don't live there, but I've seen the news lately. They could do a spinoff of Reno 911 called Leavenworth 911. It would rule.
#7: Well, their ability to snap off rude comments for no reason at all has always been honed to a pretty fine edge, considering their obvious lack of education.
#8: It would totally depend on whether or not I knew anybody that was involved in the crime, and my opinion of the crime.

Minnesota, USA. 1. Sometimes. You can't always go into high-speed pursuit, and there are probably times where it's not even possible if the crime was violent. However, it should go into pursuit whenever possible, violent or not. 2. Sometimes, like I said. You can't realistically go barreling through traffic in every circumstance. 3. Quite a lot. I don't think they're infallible, but I think they're generally trying to enforce the law legitimately. Of course, this isn't a good thing if the law is unjust, so I'm assuming this is confidence in their enforcement of the law regardless. 4. No, I think it's best to leave that at the discretion of the person who is actually witnessing the situation. 5. I think both blacks and hispanics can end up being treated unfairly, although I don't know that it's a major epidemic. 6. I don't know enough to say. 7. As with 6. 8. I would accept the responsibility if I thought the crime was an actual crime.

3. Some... There are a few good cops out there but a good majority either have the bully complex where they have the badge and gun and you are in their world. Or they are mindless drones who can not think for themselves and call everything in to their sarge to try and find the most reasons to arrest someone because they can't figure out how to weasel out three charges on their own.
4. No... each situation is different, and the classification of assault by contact is way too easy to meet.
5. No... Blacks, Hispanics get arrested with a higher degree on offenses that are only ticket-able. No bike headlight while on a bike trail? Fishing without a license? Did they really have to go to jail for those? To a lesser extent they are also biased by age. It is not as prevalent as above but if you are over 30 and white you are less likely to go to jail for minor offenses than under 30.
6. Fair. Bing "tough on crime" is not arresting people for "no drivers license on demand" (means you have a valid license and they can verify it, but you do not have it on you). The other part is that the way the system is set up they count all arrests equally. So that no DL on demand gets weighed the same as arresting a murderer or rapist when they say how many arrests they made at the end of the year. I have also taken sworn information from officers and they have lied to my face and changed their story from their narrative of the situation. They really do not like it when i call them on it and somehow think I should help them in their lie.
7. Improved a little... at least they figured out their crime lab was in shambles... knowing the problem is a start... still don't know if they have really fixed it.
8. Maybe... just to make sure the cop does not lie.

1. Sometimes - Very situational question not to mention there are many ways with technology to track suspects now. Their is a difference between 'high speed pursuit' (which potentially incurs much more damage and risk of life) and 'following/tracking'.
2. Sometimes - Same as above.
3. Quite a bit - But only so far as to trust police (average officer) to do what they are trained to do. Which is to essentially 'control' a situation by whatever means necessary until someone with more experience shows up. Of course I understand this is partially for their own safety and partially for departmental legal reasons.
4. Yes - This protects individuals physical well being far more than it hinders it and this relates to #3. [edit] On further consideration, it is also situational. Domestic violence call can be many things. If someone was obviously struck or accused of being struck then, yes. otherwise, no.
5. Treat all fairly - More or less, but sadly I have observed individuals purposely push buttons (sadly, I admit when I was younger I did 'push-buttons' as well) or show contempt for others based off of social status or overall 'vibe' of an individual MUCH more so than race.
6. Good - Overall they're good but this goes into #7.
7. Improved a lot - Las Vegas in the late 90's and early 00's was getting as bad as LA especially concerning heavy handedness and reputation. Thankfully, through training and proper philosophy our department has improved significantly.
8. Accept the responsibility - I personally feel it is a moral imperative. It is not my or any individuals right to manipulate an event, whether through lying or denial.

Some, they only work for certain people... and only sometimes .

No, I am not sure what this even means though. Arrest every time? That would be madness, and we don't have enough jails for that many cases... thank god for that though.

Dunno really, but I do know that their are ignorant bigots in pretty much every job, racist or not. Overall, I really think it would be silly to generalize this way. Cops do have to build a reputation on the streets, at least to some degree; if there is a gang in their area, they have to be ready to bust skulls regardless of race.

Improved a little. The Bay Area (especially parts of Oakland) used to be insanely dangerous, not that there aren't bad areas still though.

Depends on the crime really, and no, I do not feel obligated to endanger my own life for the sake of paperwork.

2. Should police let suspects in violent crime cases escape instead of engaging in a high-speed pursuit? Sometimes- depsnding on the crime, pursuit may be justified.

4. Should the police officer be required to make an arrest in a domestic violence situation? No - if the evidence isn't strong enough to support an arrest, then one can't be made, surely.

This question is irrelevant to my situation, as the ethnic groups in ireland are quite different to the USA. However, I would say the police are fair to all groups, perhaps biased against Travellers.

Madness? This is Arizona! Here, not only are the police required to make an arrest every time they are called out on a "domestic violence" call, but the DA is required to prosecute every arrestee.
Case in point: I was living with a friend a while back who was separated from his wife. One night she comes over and of course they start arguing. Long story short he tells her to leave or he's calling the police, and closes the door. She gets mad and throws her keys at the door, and ends up breaking the small window set inside it. Of course, being angry and not thinking clearly, he calls the police and asks them to escort her away. They show up to do so, and find out that some property was damaged and suddenly it's "domestic violence" and start interrogating everybody, myself included. She was arrested and booked, despite being informed by my friend that the breakage wasn't on purpose (I declined to answer their questions), stating that since she was the "aggressor" they were required to arrest her. Cut to about 6 weeks later, pre-trial, my friend goes to court and tells the prosecutor that he's not pressing charges. DA:"That's not your call to make." Friend: "What do you mean, 'It's not my call to make.'?" DA:"It's required by law." Friend: "I'm the victim right? I'm refusing to press charges." DA: "Well if you refuse, then the state becomes the victim and as required by law, we're pressing charges." She gets convicted, fined and sent to domestic violence classes (Which have a monthly fee attached as well.). The upshot being, she was a manager of a Halfway house for mentally challenged girls and women. Guess what she can't do again ever? Simply because she broke a window.
So yes, arrests should be required every time police are called out on a 'domestic violence' issue. It's better for the 'Victim'. Who seems to be the state. Who gets paid over and over again for each arrest. Once for the fine and once for the taxes on the fees for the classes.

Never, in both cases. If a felony evader collides with any other vehicle, or drives counterflow, it should be treated as Attempted Murder and the police should escalate to lethal force *immediately*.
