I have been playing around with different mech IG builds lately, and based on what I've been currently running, here is a list that is the "best of" my current list:
Primaris Psyker
Psyker Battle Squad x 9, Chimera
Primaris Psyker
Psyker Battle Squad x 9, Chimera
Psyker Battle Squad x 9, Chimera
Vet Squad - melta x 2, heavy flamer, Chimera w/ heavy flamer
Vet Squad - melta x 2, heavy flamer, Chimera w/ heavy flamer
Vet Squad - melta x 3, Lascannon, Chimera
Vet Squad - melta x 3, Lascannon, Chimera
Devil Dog - heavy flamer
Devil Dog - heavy flamer
Leman Russ Squadron - 2 x Executioners
Note - I am scratch-building all my tanks, and with the design I am using, sponsons just don't work, from a model perspective, so please don't suggest taking them on the executioners - I'm not

Run the executioners as seperate tanks, not a squadron.
Instead of your current 4 vet squads, you could have all 4 with 3xmeltas, and 2 squads could have demolitions as well. As long as your chimeras all have ML/HHF, I think your anti-troop power is sufficient, you need to worry about hard targets instead.
Don't know how that many psykers will work out, but good luck. It may be that you want to exchange at least one squad for more firepower, especially the sort that causes morale checks (ordnance barrage?)

You really need to find a way to get the sponsons on your tanks. 5 plasma cannon templates from each is amazing. other than that, I will not say anything more on the sponsons.
I agree with the above, run the Russ' as separate tanks. 3 PBS might be too much. I would drop one and try to get another vet squad or a hellhound or something. I would also be careful about putting the Primari in the PBS because (I could be wrong here) if they suffer a perils of the warp, they could be executed by the overseers. Which will put a damper on your day. But I do like Primaris Psykers, the best 70 point buy in the codex imo.

Looking at the PBS entry, and specifically the Ultimate Sanction rule, it looks like his Primaris would not be targeted by the rule. The rule only mentions the PBS specifically and that you remove Sanctioned Psykers for a POTW, not any Psyker in the group.

On the sponsons idea, the other reason why I am leaning against it is a LR with no sponsons can move 6 and fire everything, every turn. Sponsons require you to stay still. I'd rather have a little more survivability against CC than those 2 extra shots per tank. Besides, running them in a squadron has the benefit of causing enough wounds from one round of shooting that it forces some pretty serious wound allocation.
To be honest, I'm not too worried about anti-troop right now - with local lists ( for the most part ) averaging about 8 - 10 vehicles in a 2k list, I'm much more concerned about popping transports and tanking out tanks than dealing with the innards...break up the transport waves, divide and conquer....
