Two Guardsmen stand shivering on guard duty as they look over to a group of veterans scrubbing their boots near their tent...

Guardsman 1:
"What's the deal with the veterans' new boots?"

Guardsman 2:
"Well in case you hadn't noticed, our feet-huggers aren't exactly durable... They don't tend to last more than a month."

Guardsman 1:
"So I'll be getting new boots like that in a few weeks?"

Guardsman 2:
"I doubt it... The administratium's very efficient with their fickleness, the average lifespan of a pair of guardsman's boots may be 4 weeks... a recruit here... 3 weeks. That's why the veterans get new boots..."

Guardsman 1:
"Shazbot."

-Paint your veterans' boots brown? o.O

Or you could do what the rest of the Imperium does:pimp out their armour.

But what if you paint the boots brown for every body?

But then you would get shot for wearing Slaneeshi boots or Slaneesh would come to you in your sleep.

Boots would work, although it might be kind of weak to have nothing but differently colored boots representing the veterans. What are you going to do with your backpacks and helmetless heads?!

In my actual army (Cadians) Veterans will be denoted by having the Cadian transfer symbol on their helmet; as is done in the Codex.

Boots that endure 4 weeks of combat? Those are surely crappy boots xD

I like the detail though, but as mentioned, I'd add sometihng else. Some badge on the arm perhaps?

I don't actually paint mine differently, since they all have shotguns (made by adding plasticard iron sights to a bayonetless lasgun after cutting off the scope and las-cell) and so are easy to tell apart from the lasgunners.

The transfer on the helmet sounds nice though, or you could just go ahead and paint the helmet differently. In the Guard Codex, it says that conscripts have white stripes on their helmets - maybe give veterans black stripes on theirs.

My normal Guardsmen have grey armour. My vets have dark red shoulderpads. It looks decent enough and it's easy to see the diference.

put heads on their belts or maybe extra armour. I think the only army that defines rank by boot colour are slaneshii armies but then they are strange...
