Ok, i've had enough of 40K and I want to convert over to WFB.
I want to start an army next year and from what I've seen I don't know what to go for.
I want a small army (due to cost constraints), that can beat face real good.
I don't want to do Chaos (especially Daemons) as everyone I know plays them.
Same goes for Dark Elves and Vampires.
I like Skaven, but really don't have time to paint that much stuff. Same goes for Orcs.
I hate Elves of all kinds too.
I find the human armies dead boring, so that leaves Dwarfs and Ogres.
Does anyone have any tips or knowledge to how these guys play?

Hm, you have quite accurately narrowed down your options... and you would enjoy pulping the factions you loathe...
If you want to break heads in Warhammer than Ogres are your best choice considering what you don't want. For tactics/style, I better leave that to one more knowledgable about the ogre kingdoms.

I would say that Ogres are your choice there, as the battalion, usually 500pts, only has like 10 figures in it, adn they are tough. I would suspect that the Ogres look to their robustness to carry the day, though you should go and put your lead belchers on a hill while keeping your infantry near cover, and try and take down the biggest unit first.

Small cheap effective army.
I'd go with either daemons, or WOC.
If you want to spend a bit more ogres aint bad, just dont expect to win most games with them until you get used to having no real magic offense
Why not skaven though? lets face it, you love em

Why not skaven?
Because to be effective, the you need a boatload of them. They are, after all, a horde army.
A boatload of them take a long time to paint. (I've been working on mine for two editions. And now that the new book is out, I find I have to paint a few more. <sigh>
And the OP has already said that he doesn't have the time to paint a large army.

Ogres are one of the cheapest to build, unless you have a friend who likes night goblins who will split a battle for skull pass with you. That can get you a dwarf army very cheaply.

It depends if you only want to use GW models, whether you are happy to convert models and if you mind using counts as army. From what you've said a Chaos troll army ( I know you said no chaos but not many people play WoC beast armies) may work if you convert models, or get models from other companies.
Also I woudn't really suggest Ogres sure they look great and have a cool background but after loosing so often you really loose the will to keep going, although this depends on the player. Unfortunately they just aren't good at what they should be and their play style doesn't reflect the fluff at all. If you want to play them for the models I could suggest counts as for something else ( I know i'm being reptitive but again Chaos trolls have similar stats as does a Minotaur beastmen army but with the new army book I dunno if a Minotuar army is possible).
You said you didn't have time to paint large armies but there are a few techniques out there which will let you paint large armies faster than elite armies, such as dipping. If you do consider a horde army I would suggest a Night Goblin horde, they aren't the most competitive army but they are very fun.

I just converted to whfb, too! I have high elves and lizardmen. I like them both so far
I'd go for ogres over dwarves, but I don't really like the models, and they don't seem to be all that effective :(. If you can't win, you won't be able to stick with it, like 4M2A said. So I would pick a reasonably effective army (unless you're counting on the new ruleset coming out next year to change everything) and that doesn't really include ogres and dwarves, from what I've heard/seen.

Erm, thats 1 build, armies dont just have a single build mate.
You can go for a monster mash army (throt, rat ogres, HPA's, 1-2 rat blocks)
Its allways an option.

I think I will end up playing WoC.
I just bought a Khorne Lord on Juggernaut. Freekin awesome model.
I looked at the book and made a pretty sick character killer.

Dwarves are lower-mid tier, and Ogres are bottom tier. Your metagame is competitive, so Dwarves will have your ass kicked less badly, tabled less often, or tabled a few turns later.

The Khorne Lord on Juggernaut is enough to make me want to play Chaos for that model alone.
However, why not a low model-count Skaven army? I mean, it may not be optimum, but you could play with it, and you can always add more models over time. Clan Moulder could work quite well, with Rat Ogres, maybe a small number of clanrats. Even rats, though cheap, would be very easy to paint en masse.

I personnally would go for dwarves. They have powerful CC units and shooty units, lots of atillery, tough lords, and even some runic magic offence. However if you want to cause aas much destruction as possible go for ogres. They can do a lot of damage. Also since they are made up of small units they shouldnt take too long to paint, besides all you need is a couple of skin colours and some more for the parafernalia.

Well thanks to a very lovely wife, who I agree with, that I should cut my budget spent on Wargames down due to the arrival of my new baby Son (Sunday March 28th -Same day as Wrestlemania  ).
Skaven and other Hordeseque armies are out of the question.
High Elves and Dark Elves bore the crap out of me and after reading up on Ogres and working out my army list, that has gone out of the window too as it is quite an expensive prospect.
I looked at the armies I've done in the past for WFB:
WoC - Great army that I did when Hordes of Chaos the boxed set was about. I had tons of Chariots back then.
Wood Elves - My first WFB army. I had 2000 points of them with loads of Dryads and Treeman.
Dwarves - 6000 points of the little buggers. Never finished painting them, but they were fun.
Lizardmen - More of a fun army. I liked the 6th edition Skinks.
Brettonians - Never again - I hate painting Horses.
Skaven - My most successful army. Only lost one game in the 18 months I had the army. Shame that it got stolen.
Well after the Wife bought me the Daemons Army Book and after having a good read, I've decided to go Daemons.
It's a cheap, small army, that can really bash heads.
Secondly, as it turns out that of all the people who play in my local stores - only three guys have Daemons. Most of the gamers round here have Ogres, WoC and Empire.

Hells yeah...
IIRC the army had at least 10 cannons, 5 Gyrocopters, 65+ Slayers and something between 50 and 100 Thunderers amongst other things.
I had roughly 3000 points painted.
Nice army to play, but a pain to transport around.

The entire army was metal - most of the models were 4th/5th edition.
