Well, you could either go with the whole "drunken Irish" theme, or go with a more celtic style theme. Perhaps cross some IG sprues with some of the WHFB models for a kind of viking-y celtic look.

Generally barbaric and wild was what I was thinking... lots of natural fabrics and skins, tattoos, long braided hair, etc.

You could go with a flying column theme, use the catachan characters to give the army the guerrilla fighters theme. I think it'd look really cool, just go watch Micheal Collins for some ideas, they could be guard recruited from a world once chaos held that they liberated through resistance and some imperial help

I was under the impression that the celts were scottish, I know the Irish were like that but I am sure they had a different name.

the idea was that cadians accidentally emerged outside the planet and landed to get supplies and found the world under attack. After cleaning up, the natives adopted the cadian dress.Which is an excuse for my gak convertion skills and the expense of green stuff.

If you really wanted to make some cool looking squads you should get your hands on some of the Gaunts Ghosts models, I've always thought of them as quite an Irish regiment, dark hair, pale skin, like fist fights and brew there own potcheen. The models are fantastic too, you even get a piper. Maybe use them as Vets as it'd be expensive to make a whole army with them.

thats the thing- expense. Im not in it to portray us as whiskey swilling fools as i know ill be murdered the next time i go into the local gw. Anyways i already gamed with it for years so there's no sence in redoing too much. plus i think it would be too hard to lay hands on milliput in large amounts here in ireland.
