If you mean Drop Down as in Deep Strike, then no, as he cannot assault when he Deep Strikes.
Now, if you mean just regular movement, than yes, provided there isn't something preventing him from doing so.

No. The only time he can end his move within an inch of an enemy vehicle is during the assault phase. He would have to assault it.

Like they said, you cannot place within an inch.
And vets can assault the turn they come in (provided a good deep strike) with that one rule they have.

The only way to get within 1" of an enemy model is to assault.
Jump infantry move like infantry when assaulting, ie they footslog.
|
In one game turn an Imperial guardsman can move 6", kill a few guys with his flamer, assault 6", kill two more guys with his bayonet, flee 12", regroup when assaulted, react 6", kill one more guy with his bayonet and then flee another 12".
So in one game turn an Imperial guardsman can move 42" and kill more than 5 people. At the same time a Chimera at top speed on a road can move 18"... |

So of course, you can drop down next to a vehicle at least an inch away in your movement phase and then assault it with a melta-bomb in the ensuing assault phase. The advantage here is that in the intervening shooting phase you can shoot at the vehicle, (at the side armor, if you positioned yourself properly) with a plasma pistol, if that's how you outfitted your Assault Marine squad which can do significant damage to light vehicles.

Deep strikers can not assault the turn they deep strike in (barring certain units or circumstances). If your squad of assault marines scattered to the point that some or all of them would deep strike closer than an inch of an enemy vehicle or model you would have to consult the deep strike mishap table and go from there.

Only if they declare Heroic Intervention, if the player fails to they are not allowed. You also have to state the target squad as you are performing the deep strike.

Right, but the OP was asking about assault marines. I did qualify that certain units or circumstances would allow an assaul after deep striking.
I've used full ten man units of assault marines and find they are much more effective moving across the board and then shooting/assaulting.

OP, clear this up, for a yes or no answer, by 'drop', do you mean regular jump pack movement, or deep striking?
Answers, either way, are in the rulebook.
