I dislike 3 types of players in on particular order:
1) The complainer - These are the players that whine and moan about something, anything throughout the entire game. They suck all the fun out of the game and just make me beg for the game to end, almost making me sacrifice my important units so that the game ends faster...almost...doesn't even matter what they complain about: Dice rolls, how badly they are lousy, how badly they are winning, complaining their opponent is playing a tournement list, complaining their opponent isn't play a tournement list, too cold, too hot, their painting sucks compared to mine, my painting sucks compared to theirs, moaning about poor
IG armor saves EVERY TIME an
IG model is hit and doesn't get a save, etc. The worst are those who complain when they try to do something against the rules and you won't let them and show them the specific rule that denies their option clearly (yeah not always easy in a
GW game). Then they grumble and grumble because they based their whole strategy for the game on something the rules didn't even allow and how you've effectively ruined the game for them by being a "rules lawyer", which is complainer-ese for someone who knows how the rules actually work.
2) The distracted player - Doesn't matter what is distracting them, other games, good looking men or women in the store, cigarette breaks, constantly going to buy candy... just stop. If you can't commit to an hour or so around the table to play then please play with another opponent. Bathroom breaks don't count in this as when ya gotta go ya gotta go, BUT If I have to explain everything in my army multiple times to you, or explain moves rolls, etc, multiple times to you, or I waste my entire gaming time trying to finish one game all because you were not where you were supposed to be on the other side of the table Ima smack you...
3) The rules idiot player - This person comes in degrees from the player who seems completely incapable of retaining even the slightest amount of rules knowledge even if they play every day all the way through those who don't know a thing about how their own army is supposed to work. They want you to tell them EVERYTIME how the Chaos Rewards table works, or how
SoB use their special faith based powers, whether you play
CSMs or SoBs or not. These can also be people who try to fudge the rules (ie. Cheat) and hope that *you* don't know the rules for their army all that well (catch them and these people can turn into complainers). Either side of this equation is annoying. If you don't know the rules or how your army works READ THE RULEBOOK. Still don't get it? READ THE RULEBOOK AGAIN. This doesn't apply to people who tell me up front that it has been a while since they played and need to relearn the rules as they go along. I am fine with that. Also don't have a problem with people playing a totally new army saying that it is their first time running the new army and they are still trying to remember the rules, so please bear with them. It is the people who consistently and chronically cannot remember how any of their units work despite playing the same army every week for months on end.

Horses for courses, what im saying is that if there are 4 players, 2 with 'fluff' lists and to with tourney lists, they should be paired with there partner. To ensure all players get exactly what they want.
Then that is a valid complaint in my book and is not the complaint you stated of disliking players with fluff lists. You dislike players with no confidence more than anything.
"Don't expect me to win" comes from people who have little confidence as a player. Whether they really are bad at the game or not, they don't think they have a chance to win, especially if they look at you and think you are a "real" player who they can't match. Some of these people are horrible players. Others just think they are terrible. So the former can be a really bad game as they just have no clue, but the latter can still be a decent game as they just underestimate themselves.
If I build a completely fluffy tactically hamstrung list for laughs I will clearly say so to an opponent before any minis leave their cases, as it is only fair to let them know that the game might not be the usual fair because of the list selection. Or when I solicit the game I will explain my army and go from there. I will never say "don't expect me to win", though.
As for ensuring all players get exactly what they want, then you need to know what that is from the get go so communcation is the absolute key from the get go and was the key to my original response. I like to play. I prefer to make themed forces, but I really don't care who or what I play against. I've crushed enough "unbeatable tourney lists" in my day to not be bothered or intimidated by them, but if your preference is to play a "fluffy" game as opposed to a "fluffy" list or a hardcore
WAAC game instead of just bringing a tourney list out to play with then you most definitely need to make that fact known. Just splitting those with fluff lists and those with tourney lists to face each other doesn't always guarantee that everyone gets exactly what they want. If I am there to show up those
WAAC gits with my themed force that includes some units that the
WAAC players would never once consider using, I don't get what I want if I am automatically paired up with the other guy who has a themed list. Of course there is also the
WAAC player who really is a totally douche and just wants to crush people so would prefer to play against a fluff player and will panic if forced to play another
WAAC player with a tourney list.
