Britain's terrorist threat level was raised tonight from “substantial” to “severe” - meaning that counter-terrorism agencies believe an attack is “highly likely”.
The measure was approved at a meeting of the Government’s Cobra emergency committee and announced by Alan Johnson, the Home Secretary.
The Times understands that the decision to raise the threat level is connected to the conference on Afghanistan taking place at Lancaster Gate, London, next Thursday.
Sources said there had been intensive discussions throughout the day relating to intelligence suggesting a possible attempted “spectacular” by an al-Qaeda affiliated group.

But the shift was also described by one source as “precautionary” rather than rooted in any firm information that an identified terror cell was plotting an attack.
Mr Johnson said: “The Joint Terrorism Analysis Centre has today raised the threat to the UK from international terrorism from substantial to severe. This means that a terrorist attack is highly likely, but I should stress that there is no intelligence to suggest than an attack is imminent. JTAC keeps the threat level under constant review makes its judgments based on a broad range of factors, including the intent and capabilities of international terrorist groups in the UK and overseas.
“In his statement to Parliament on security and counter terrorism earlier this week, the Prime Minister said that the first and most important duty of government is the protection and security of the British people. We still face a real and serious threat to the UK from international terrorism so I would urge the public to remain vigilant and carry on reporting suspicious events to the appropriate authorities and to support the police and security services in their continuing efforts to discover, track and disrupt terrorist activity.”
The threat level was lowered to substantial - meaning an attack is “a strong possibility” - in July last year and a number of counter-terror measures in central London, such as stop and search, have been relaxed.
The terror threat status was first published at the beginning of August 2006 when it stood at severe. It was raised to critical, meaning an attack is imminent, within a fortnight after the transatlantic airline bomb plot was thwarted.
It dropped a rung a few days later but was raised again in June 2007 after the attempted car bomb attacks at a London nightclub and Glasgow airport.
MI5 says the threat levels give “a broad indication” of the likelihood of an attack and assessments are based on "a range of factors including current intelligence, recent events and what is known about terrorist intentions and capabilities".
It adds: "This information may well be incomplete and decisions about the appropriate security response are made with this in mind."

Maybe if GB started doing full body scans of old ladies and 6yo boys they would catch the terrorists because you know those are the people blowing up planes and other acts of terrorism.
Napalitano has it right. Profiling is wrong. The odds of an 80yo woman blowing a plane up are as great as that of a known islamic extremist.

Mr. Flashman is quite right. When the bombs went off in..2005 was it ? .. and they started closing various tube stations and so on there were ques forming outside the closed stations as people were told the news.
They'd closed ( for the sake of example) the east-west lines. Brought a tear to my eye to watch the hardened London commuters listen to the news, ponder for a second, and then realise that this meant that the North- south lines were still open then and cheerily hurry off to use those instead and then make use of a lifetimes worth of UK transport knowledge to make sure they could get home in time for dinner.

We are so used to sectarian religeous terrorism that we dont take Al-Qaeda that seriously. Back when the troubles in Northern Ireland were at there peak there were bomb threats and explosions on a weekly basis. These bearded loons are rank amatuers compared to the IRA.
The threat level can be put at whatever level they like, it certainly wont stop me living my life as I want to and I refuse to live in fear.
Most of the young men who have turned to extremism tend to bugger of the Pakistan and Afghanistan to try and link up with the Taliban. For me this is fine they can take their nonsence over there and get shot, rather then spouting their hate and taking up space in the UK.

If Hitler and the IRA couldn't make us do what they wanted, one bomb every three years hasn't got much chance. You think they would have realised it by now......is what the Englishman in me tells me to say.Despite me personally having lived through none of the above.
But I guess that's why it really won't work. The British have a collective psychology against being forced to do anything by people who make explosions now. We just compare it to the Blitz and laugh. I think anything short of three nukes hitting London simultaneously will have little to no effect on the public psychology on issues like these.

I mean, what else could anyone do - no-one ever thinks 'they blew up 25 citizens, perhaps they've got a point and we should consider their demands'.

My 5'6" white mother was stopped in an airport for a "random security check" and the guy right behing her who was wearing some arabic clothes with a pissy look on his face was let go without checking.

Ah, but which arabs are you talking about? just pissy ones? pissy ones from yemen? pissy ones from Saudi Arabia (Osama Bin laden) do any of your family resemble Timothy McVeigh?
Maybe security was too scared to check on the arab? 'maybe' he was profiled and checked as soon as he booked his ticket? maybe a search noted he didn't pass through or visit any countries that are on a hot list?
Maybe all Arabs are secretly (or overtly YMMV) out to attack the US. Nuke them all from orbit, its the only way to be sure.
