Basically just as the title states. Are Nobz mobs, taken as troops via the warboss, scoring?

The question you should ask is: why wouldnt they be? They are troops so by default score, and they arent vehicles so that won't deny them scoring status.

Are they Troops? Yes.
Are they non-Swarm? Yes.
Are they non-Vehicle? Yes.
Then they satisfy all criteria for being scoring. Easy peasy.
As always keep in mind that units can become scoring simply by virtue of being told that they are scoring and this will override any/all of the three aforementioned restrictions.
Examples include Sternguard (with Cantor) and Ravenwing Land Speeders (bought in a RAS).

Just to clarify a bit more,
What about if they are nob bikers? Still scoring?
I think yes, but the comment above about non-vehicle has me wanting to double check.

Bikes aren't vehicles - nob bikers are still scoring via the warboss's rule.

Nob Bikers, Warbikers, Mega-Armored Nobz, everything that can be a troop choice in the Ork codex is scoring- except for the Deffdread.

Except Vehicles are defined in the rulebook as having an Armour Value.
Real life /= GW rules, in soooo many ways
