So many wrong things with these lists. If you're limited to what you can proxy, you're absolutely doomed. There aren't many viable Necron army types out there, and you're crippling yourself without a monolith in either of these lists.
A) Never take Heavy Destroyers over a monolith, it's only 40 points more and mathematically more reliable against troops and AV12+. For anything lower than AV12, Destroyers will handle them more reliably than Heavy Destroyers and still mess up enemy infantry. Heavy Destroyers are one of those stupid, nearly redundant units in the codex. Not to mention monoliths are borderline immortal, there are very few weapons or units that have a significant chance of destroying it and it can't be reasonably disabled thanks to its special rules.
B) While Destroyers are the best unit in the codex, they're not worth one unit because if it gets wiped out by massed small arms fire (or missile launchers, 3 T5 wounds aren't impossible to accomplish) you won't get WBB rolls for any of them. You're better off taking a second unit of 3 than the immortals in either list. Immortals, on the other hand, are really only worth the points in a full squad and they don't usually need backup because it's unlikely for your opponent to completely wipe out 10 T5 wounds in one turn unless you're stupid or he's lucky.
C) Wraiths are never worth it. 41 points for one decent assault phase, and then they die. No PW (or MC status) makes them terrible even with a 3++ save. It's just 3 T4 wounds, bolter fire takes this out without a problem.
D) Pariahs range from terrible overpriced crap to invaluable counterassault units depending on who you're playing. Against termie spam or something moderately costed with lower armor (4+ like Eldar or Tau) they've got a decent shot of making their points back. The problem is that, although spending extra points and losing WBB for the 'scythe, they're still going to be eaten up in CC due to I3. Great against TH/SS termies, decent shooting against 4+ infantry, but otherwise terribly unimpressive and I'd almost always rather save 8 points and get an Immortal.
E) more than 20 warriors at 1500 is a waste of points as they will accomplish nothing but die. They're marines that fold like paper in CC. I'd sooner take a unit of Pariahs before 360 more points of warriors.
A lord with a scythe, destroyer body, and phase shifter is a fantastic anti-vehicle unit, by the way.
In short, minimal warriors hidden by the monolith and possibly a res orb to avoid phaseout. Destroyers and Immortals are your chief offensive units and game winners.
I'd really convince your opponent to let you proxy the damn 'lith. As is you're not going to lose to him, you're going to lose to these absurd restrictions.
