No, a Vargard is like an Honour Guard to the Nemesor (ie Captain)
Basicly he is the Nemesor's most trusted bodyguard, and in many cases, second in command

I remember reading a story on the lexicanum of a raid on terra.
A full chaos warband raided terra and they only killed 1 whole custodian.
So around 100-500 chaos marines with daemons killed one custodian.
That gotta say something.
