Ok my friend runs a DIY SM chapter called "Storm Brethren", and he claims, since his chapter is DIY he can play an of the MEQ codexs. Simply by saying that his chapter is a splinter chapter of this codex he can play, DA BA BT SW.. etc.
I dunno if what he is doing is completely legal but what do you think?

As long as you don't mix the codexes together at the same time it's fine. But it gets annoying if the models are so different from what they are supposed to be and you have to constantly remember what it is. Like I'm using my DA as SW for now, but am building a SW army up with the correct model with a non DA paint color scheme.

If he's mixing units, he's doing something wrong.
If he's just saying 'today I am using the Space Wolves 'dex, and next week I'm going to try Black Templars' then he's doing nothing wrong at all (except for the possibility of breaking WYSIWYG, but with a large enough collection or creative enough modelling that shouldn't be too much of a problem).

It sounds like what he is doing is perfectly legal.
I do it myself. My marine might be vanilla today, BTs yesterday and DAs tomorrow.
I have of course made WYSIWYG units to represent this, but it really isn't too big a hassle.
A squad might be Assault Marines (without jumppacks), then Crusaders squads and then Blood Claws. Easy peasy.

That's the entire point of Grey Marines, you know...
And with the right spice, CSM are an 6th option, too.

Oh no! Dont give him ideas. At the moment i have ruled that he can play any MEQ codex after seeing everyones post and his marines are a cool colour of like light grey and blue.
But CSM too? NOOOOOO =P
