well I dont have any Tallarn's and yeah I guess it is an all star line up but the idea is kind of like a selection of units from a campaign that have performed above their peers and been drafted for a special duty company.

That's what my brother used to run, he figured there'd have to be an Earth-like world out there somewhere with lots of different cultures and genetic diversity.
This was all the way back in Second Edition, using all the old metals. I liked the idea.
I think he had Tallarns, Catachans, Cadians (including that old fat cadian colonel), Valhallans.
No Mordians, and Steel Legion hadn't been invented yet, but painted sort of similarly it didn't look too bad.

Well I would say go for it! From a rules perspective a guardsman is a guardsman, so if you just had different style men for each unit, I think it would be perfectly rules-legal.
It might look a little wonky especially if they were all based differently, but I'm sure you could invent some fluff for why it exists.

Yeah I couldnt find anything in the rules saying each squad and platoon had to be from the same world but Ive never seen an army where you had valhallans leading cadians supported by catchans and such

In the fluff, it'd be difficult.
Imperial Guard are raised from individual worlds BUT they aren't reinforced in the field.
This means you can get mergers when regiments are no longer capable of fighting on their own... But the first merger would be two cultures... I can imagine a third being thrown into the mix... but a regiment that has to merged twice? I'd be surprised that it wasn't annihilated
If I were to try this, I'd keep it fluffy by having perhaps two merged regiments working together, as Guard regiments are supposed to be specialised to limit their power if they go rogue (so pure armour regiments, pure infantry, artillery, etc.) Perhaps have two cultures in your infantry and then another for your atillery and maybe two more in your vehicles?

Actually this is a great idea for a very characterful army, and supported by the fluff, It has been stated more than once in various sources that the IG tend to just combine depleted regiments together to field combat capable formations.
So what you could have is the survivors from several battle worn regiments in one battle group, or failing that maybe they are a special operations detachment pulled from a number of regiments on a campaign, each chosen for their specialties, that would make for a cool basis for a all vets army.
Just tie them together with a symbol or base color scheme and it will even look cohesive on the table.

The Steel Legion are temporarily attached under Colonel Zedowski's command, and the Tallarn are Utica IV mercenaries unofficially employed by the 42nd after the 42nd's campaign to quash a minor rebellion there. I'm building another regiment from plastic cadians and pig iron heads, but I haven't named them yet. I do paint them in similar colors, which ties the armies together.

As people have said before: many ig regiments are mixed together after a war where they received lots of casualty's, the new regiment contains people from mostly the same world if the army was composed of regiments from the same world, but most of the time it many regiment from many worlds.
This sounds like a great fluffy army, and i would love to see what happens to it! I love this idea so much. The All Stars idea has alot of character and originality. Plus any non Cadian or Catchan IG models is win in my book. Please post some pictures of your army in the near future if possible.

Well guys thanks alot for all the info and help. Its gunna take me alittle while to get it together, alot of my models got broken when I moved. I need some more to fill it out and Id say only 5% are painted so ive got a good bit of work ahead of me aswell as working on my Marine company but Ill get some pics up in stages as I get the units organized and then painted.

Yeah, combining remnants or portions of units is common on the real-life battlefield - the Germans called the resulting formation a "kampfgruppe," and usually named it after the commanding officer - i.e. "Kampfgruppe Stahler." The US Army will also create ad hoc formations for a special purpose - they call the resulting formation a "Task Force" - i.e. "Task Force Smith."
