I would say there is a wide variety of troop choices in the game, so this question is basically open with the following thoughts:
1) How much the Unit costs
2) It's overall effectiveness vs other troops
3) How well it stands up to it's own Elite choices
4) How well it stands up to other Elite choices
5) Number of Unit Options
6) Number of Troop choices for the army
7) Accessibility to vehicles/types
So I guess the basis of the question is, if we fielded a tourney where you could only run troops - which would you take and why?

30 Ork shoota boyz, 3 big shootas, and a nob with bosspole and powerklaw. Just a bit over 200 points, really hard to stop if they can get cover, and as potent at shooting as they are in close combat, and can even take out tanks with the powerklaw. Plague Marines and Grey Hunters are also damn good, and can be kitted out to take on any opponent.

I would have to go with the shoota boyz too. The numbers and effictivness is hard to beat. I would say Plague marines got it as far as cool factor though.

4500 points Empire 80-90% painted!
2500 Ogres 2% painted
WIP Biker Battle Company 95% painted
2500 Points Isstavan Drop site massacre Iron Hands (still waiting for dat codex)
I managed to play a 1750 point game with minimal proxieing on the first day DE came out. go me!

The usual suspects; lots of Orks, IG vets in Chimeras, Plague Marines, etc.
I'd also throw in the Tervigon. A base cost of 160pts for 6 wounds at T6 with a 3+ armor save. Oh, and it can also create more troops for free! It has it's fair share of disadvantages and counters, but for a single troops choice it can potentially capture every single objective on it's lonesome!

The Problem is, Grey Hunters are also 15 points and have Better Options, Counter attack and ATSKNF as well, making Chaos Marines a big pile of Fail.

For a troop choice?
I would like to add BA death company for 20pts a model.
FNP, WS5, fearless and furious charge are all great. The rage will probably be enough to drop them out of contention.
Other than that, can't go against the rest of the crowd of GH, Shoota Boyz and Plague Marines.

Why would I ever leave Dakka? I also like the 30boys, but many other troops can get into a vehicle and move away. And the only dedicated transport for the boys is a trukk, which brings your numbers way back down. I think Daemons suffer the same type of issue here, meaning they can deepstrike - but most others will just move away. Regular CSM vs Vanilla/BA/DA/SW Marines is not bad - it's just the different "loyal" marines have better rules and more flexibility. CSM can't combat squad, so taking a 10man squad with Champ and rhino vs CS Marines with Razorback severely tilts it towards the loyalist, imo. Love Plague Marines though too, so their survivability makes them a better option. Necrons suffer from high costs, lack of mobility, lack of range, lack of move/fire, lack of power weapon, lack of options - but that's made up for with WBB, right?

Well considering an IG platoon is a single 'troop choice' I'd have to go for that. Its versatility is incredible, as it can be tooled up any number of ways, and for an affordable points cost too.

I dunno, IG troop platoon:
5x chimeras, lascannons&plasma guns in squads. command w/ flamers & chimera. several heavy weapon teams.
You don't have to blob them. The ability to bring so much versatility on one troop choice is impressive. Chimeras are probably the best transport, point-for-point in the game.

My vote goes for the platoon. It is insane in its ability to be kitted out. you can have it all in transports, 5 infantry squads as one huge unit, lots of heavy weapons. It is the most expensive troop choice, and is far scarier then people think it is. 50 men getting an extra shot on their lasguns (150 total) within 12" makes things disappear. not to mention MULTILAZORS!!

Grey Hunters, hands down, even without the Wolf Guard guy. Sooooo much point efficiency.
Honorable mention to Mech Vets and Kroot though. Kroot weigh in under 250 points and come packing 41 wounds, 40 bolter, 6 AC shots, in a troop slot, with 96 S4 attacks and 12 S6 attacks on the charge? Thats hard for even Orks to compete with.

Pretty much the largest horde that can Outflank in the game.  Just knock off a few wounds that is....

I haven't done it yet, but I've thought about getting a maxed out squad of kroot for flanking. Almost like having your own movable terrain piece.

I'd say Dark Eldar Warriors, for 100pts, you get 2 Dark Lances and 8 splinter rifle armed warriors. Quite cheap and effective against many targets.
