You can use vaseline as a lubricant on your fingers and tools to help prevent sticking. Also if you really press it onto the model it should stick, regardless of the water. Alternatively pick up some Colour Shapers as the rubber used on those doesn't stick to GS.

Please excuse any spelling errors. I use a tablet frequently and software keyboards are a pain!

I find licking the sculpting tools rather than immersing the tool/GS in water works better.
Also keep a tissue handy, if it won't stick, then dab it on the tissue to remove the moisture.

The GS is actually a toxic material... I wouldn't suggest licking those tools lol.
I use cheap pharmacy brand 'KY Personal lubricant'... yeah you might get a funny look buying it - but it's water based, rather than petrolium.
Also, and I am NO GS expert... but I've found it is the most sticky right after mixing, and the easiest to sculpt about 30 minutes after... so I mix, place an appropriate amount on my model - then come back to it in 30 mins and sculpt it.

I'd be worried, but we're not talking about chowing down on a cookie made of GS here. The amount you ingest licking a scuplting tool must be tiny compared to a dangerous dose...

Making sure the model is clean before starting is a good idea. If you're having troubles, wash the model with soapy water and let it dry... and wash your hands before handling the model, as the oil from your hands will leave a greasy film on the model that stops the GS from sticking.
Tweaking the balance of yellow and blue changes the stickiness as well. Adding more yellow makes it softer. Adding more blue makes it stickier.
