I think maybe changing the font colour to bright white or having flashing or moving gifs in the title to attract the eye?
As the endless posters asking questions in news and rumour, especially young or inexperienced posters asking about things that are in existing threads on the same page, seems to go on and on, I thought perhaps it could do with another look?

I don't know if this is even possible, but what about a reminder that pops up when you try to start a new thread until you reach a certain number of posts? Something along the lines of "Have you tried the search function to find an answer to your question? Have you read the Stickies for this forum?"

The people who tend to ignore the current stickies simply would not read them no matter what we did. The only option is to use a mod alert on them so we can punish accordingly.

How's about a popup alert before you post in news and rumour and you're below a certain post count or something.
"You are about to post to the News and Rumour board, ask yourself if what you're posting is news or rumour, if it's not (say if you have a question about when your favourite army might get a new codex) then please post it to the appropriate discussion board instead. Other users don't like opening a thread called 'Ork Codex' or 'Cryx book' to find out you're asking and not providing information... You have been warned!" Actually, the popup idea is pretty good - that way you can regulate it to new posters only / certain forums only.
But as with all things nuts and bolts, it might be tricky to code.

Meh. Considering the number of people who apparently ignore the "You have no capitalization in your post" pop-up, I highly doubt a pop-up would be such an effective deterrent for new posters in N&R either.
