I believe it was "the flight of Eisentein" novel, but it described the moon as being hallowed out with an opening at the equatorial line. This line was bristling with both guns and docking bays. Whether moons are armor plated or just have armored fortresses on them is up to opinion on grammar.

Current fluff has the Golden throne over the himalayas. the Entrance to the palace is in England with the various governing bodies in that area.
i belive the Navigator houses are located along the eastern seaboard of the US.
the oceans are all but gone. most water is in that vast plumbing of Terra and any remnantes of the oceans are buried beneath the massive hive with just the outlines of the continants barely visable.
the Moon is the base of Battlefleet Solar.
Mars is also a hive(albiet a very different one from Terra) that has some large areas that remain undeveloped. these are used mostly as testing grounds.
Jupiter is the base of the Inquisition and the Grey Knights.
Saturn is the base and training ground of the Saturnian fleet and Space Academy that produces the finest crews and Captains in the entire impierium.
various mining bases and private resorts dot the asteroid belt.

I'm sure one of these pieces must be old fluff - I know the Emperor's Palace is huge, but I was pretty sure it was confined to Asia/Himalayas - a palace in the Himalayas, with it's entrance in nottingham, would be half the size of the world....!

Is it an elite unit of guard? The Imperial Fists? Something else?

The Adeptus Custodes protect the Imperial Palace itself, but I don't know about the rest of the system. Probably just local Imperial Guardsmen and the like. It's been mentioned that Terrans have a phobia of Space Marines, thanks to racial memory of the Horus Heresy, so I doubt there are actually many Marines on Terra proper.
I have a feeling the IG regiments raised from Terra are kept locally, as we've never seen a Terran regiment in any IG fluff, as far as I know.
And I'm pretty sure that the Imperial Palace is over Europe, the Astronomicon is in the Himalayas, and I like to think the Golden Throne is over Nottingham just cause it seems like a little joke GW would play just for the hell of it.

Ever tried to walk through the High Street/booze mile in the wee small hours without being challenged to a bout of physical combat by some neanderthal type tanked up on cheap drink offers and wearing an ill fitting, puke stained pink Tommy Hilfiger shirt? And if you politely refuse and inform said thug that you're going home you get smashed in the head with the stilletto heel of said thugs girlfriend/conquest!!! He [Ragnar] considered their approach. He knew that they had passed countless fleets and fortresses as they had swung in from the ultra-solar jump points. They had passed the armoured moons of Jupiter and the forge world of Mars. They had been subjected to hundreds of challenges and scans and they had been boarded twice. It had been a long drawn out process but it was only to be expected.
The world down there was better protected than any other in human history. There would not be a Second Battle of Earth if the terrible lords of the Imperium could help it. Even now the sky was filled with satellite fortresses; great weapon installations with enough firepower to destroy battle fleets. The whole of sublunar space was crowded with warships.
