There's nothing wrong with Guardsmen as they are. They're pathetic, but only in comparison with everything else, not because they themsleves are pathetic.
Pathetic Guardsmen are Conscripts, and their statlines show the difference between trained human and untrained human.

Guard are fine. WS3 BS3 sets a good floor for effectiveness in the 40k universe.
That said, unless they're carrying a Heavy / Special, they're mostly really useful for W1 and whatever Sv they can take. That's a fodder role.
And quite frankly, Conscripts aren't any cheaper on my wallet compared to regular Guardsmen. Nor are the 20 pts drop per 10 models worth giving up access to Heavy and Special. So as far as I'm concerned, Conscripts as a unit entry or distinction don't really exist.
Now if GW were to make a box of *30* guys instead of 20, or a box of 20 guys priced at $25 instead of $35, then I'd believe in Conscripts.

My opinion on the guard are the same as many, they need to be less points. As for the ability to take objectives? The guard have the ability to field more infantry troop choices then any other army. In many missions I have played, this ability has allowed me to win. Simply put they have to kill a lot of guard to keep me from winning. Sure they can do it, but its no guarantee loss (like annihilation seems to be)

Well, there's supposed to be the five man boxes of IG that are supposed to snap together like Black Reach does, all for $8. 20 men, 32 bucks, and less assembly required.

For $35 I could get the same 20 men and the upgrade sprue. The snap-fit guard hold no interest for me.
Besides, I have 100+ metal IG. Why would I want plastic?
