5 things?
It used to be simple: "Fire Gav Thorpe and hire a *real* rules designer."...
But I'll give it a go...
1. Publish a clearly-defined repeating annual release schedule with reserving specific months for specific types of releases: 40k, WFB, events, etc. Publish a clear multi-year plan for 40k and WFB edition releases. Make it clear to the player how long each edition will last, so it's easy for them to plan.
2. Release "mini-40k" (500 pt gaming) as a games introduction, and then (re-)release Space Hulk / Necromunda / Kill Team as a series small-scale gaming supplements. Do the same on Fantasy. This takes care of the "gateway" to 40k or WFB, filling the gap between AOBR and full-sized games of 40k.
3. Revamp battalion / battle boxes as pure "army builder" starter sets of 500+ pts. Package these as the top-sellers of stuff that moves (i.e. no Bikes or Land Raiders). Include a 1-pager of "suggested" army expansion to get to 1500 pts. Make these for all Codex / and Army Book forces, so if you can buy a Codex or Army Book, you can buy the matching "starter" and be immediately ready to go for small-scale gaming.
4. Create a Missions & Scenarios book expanding on the Objectives, personal objectives, etc. Have unbalanced scenarios, timed things, and so on. Spark creativity of how to play.
5. Create a Standard Tournament package for 1500-pt RTTs and 2500-pts Ard Boyz, with "appropriate" standardized scoring and criteria. Have RTTs emphasize what GW gaming is really "supposed" to be with higher emphasis on Comp, Painting, and Sports. Have Ard Boyz cater to Best General / Runner-up school of play.
The rest seems to be OK, so I'm not going to touch upon them.
