Nah, but then the Battleforces won't be the basic building blocks of an army.
Conceptually, you'd buy:
- Rulebook
- Codex
- 1 HQ blister / small box
- Battleforce (2 Troops, 1 Transport, 1 Fast, 1 Heavy)

I don't think there should be "basic army building blocks". There are starters, and there are whatever you want.
Starter: 2 troops, 1 HQ, 1 transport, 1 vehicle

I got back in via the AoBR set, which saved me some pennies.
I used the orks for conversion work and bits and bobs.
My only slight downer was the lack of weapon choices for the Dreadnought, but you can't have everything.

Um what? 3rd Edition was just Dark Eldar vs Space Marines.. Epic Fail too. 2nd Edition was Space Marines vs Orks. 4th Edition was Nids vs Space Marines. 5th Edition is Space Marines vs Orks.

I think the starter sets (fantasy and 40k) are a good idea: they give you pretty much all the rules (except fancy stuff like campaigns and hobby sections), some startup scenarios, and two decent little armies to get yourself going. Vets can use them to get the new editions, split with friends for more guys and to dump the stuff they don't want, or just have for demos. New players can also split with friends or use as a great entry-point. I still think they should have done the starters as prepainted plastic (heresy, I know) if it's meant to be a true starter, but this is probably as good a compromise as you're going to get; easy to assemble plastic figures that can be painted quickly, so the appeal is there for both vets and new folk.

Possibly. 40k is Spaz Marinz vs some flavor of bad guy:
2E = Orks
3E = Dark Eldar
4E (2004) = Nids
5E (2008) = Orks
6E (2012?) = ???
If you look at things, starting with 3E, GW uses the starter as a launch or relaunch of an army. 3E was supposed to catapult DE as a new army, but failed, despite massive success of 3E overall. 4E tied to a very successful revamp of Nids. 5E was the Ork relaunch, and appears to surpass all sales expectation, hence the coming Stompa.
So, for 6E, I think we can expect GW can either do a Dark Eldar or Necron relaunch. Personally, I think Necrons should be redone sooner, as they are a current army with more rules issues that affect players today. This paves the way for GW to push Dark Eldar as all-new in the 6E starter. If GW is smart, in 2010, they'll release a DE WD Codex, allowing GW to obtain world-wide playtest information for a year's worth of GTs prior to having to finalize the 6E rules and final DE Codex.
Otherwise, you have Necrons as the bad-guy army, which really shakes things up from the SM vs pattern. If you do that, you basically force the Imperials to play Guard. If the 6E starter is greatcoat Guard vs Necrons, that has a *lot* of promise as a starter, and could sell in far greater numbers than AOBR, just to fill Guard Regiments...

Even if only for the nifty small rulebook I'd say its worth it for anybody.
But AOBR orks are just great (the SMs don't suit my needs though).
And if you are just startin out it is awesome.
