I see your point. The rules sections in the Codex: Space Marines obviously received much more time and attention than the rest of the Codices.
My problem is what little there is of it. Your initial numbers of pages per codex are misleading Gwar. The reason being, that the amount of fluff/crap that isn't game related varies from book to book. The larger the book gets, the larger the fluff content gets. I dont mind fluff. I buy the 40k novels. But when I buy a rulebook, I want rules. Lots of them. Lots of options and upgrades and characters and special rules. I do not want ten pages on battle reports that were written by some bored publisher who thought he might as well get some use out of that English degree. You know how much fluff I need? The fluff blurb in front of new units to tell me what the hell they are, and the In the grim darkness of the future boilerplate on the first page. That's it.
I dont have Codex: Space Wolves or I would do the count myself. But how many pages of the rulebook contain actual rules?

I'm sure I'm going to open myself up to a lot of criticism here but my interpretation of the whole Ultramarines being the key compontent of the SM's Codex is as follows:
Do you want a Chapter ready built for you with lots of fluff? Do you want a First founding chapter that can track its history back to pre heresy? Do you want to be able to field any combination of any gerneric spacemarine box set in your army? Do you like a paint scheme that require no imagiation and can be done quickly to get good looking models painted on the table as fast as possible? If the answer is yes to these questions collect Ultramarines/Salamanders/Fists/Scars.
Do you want to write your own fluff? Do you want the minimum constraints in dictating how your chapter should look and play. Do you want free reign with your paint scheme? Do you only like certain types of models? If yes to these questions then make up your own chapter and everything to do with it using the Codex for rules guidelines and points lists.
In summary I collect Ultramarines because I like to immerse my self in the fluff that runs through 40K and I believe they allow me to do this. I collect Space Wolves because they kick ass. In my fantasy armies I don't stick to codex paint schemes etc because I want to write the fluff myself and have the maximum control of my army. This means I don't complain that COdexs/Army books are pitched at one aspect of a race because otherwise they would be 1000+ pages long and cost $100.

yea but UltraMarines have Calgar. The biggest cheeseball character of the whole game. Anytime I read his rules I just think to myself "Holy jesus is that even necessary??"
I think I should make an UltraMarine army. At the very least Ill never be disappointed with releases and the like.

I find it rather annoying that Ultramarines got so many Special Characters, and all the 1st founding Legions got Characters, except the poor Iron Hands :(

What's even worse is that those 44 pages are mostly nothing more than stories about how much awesome the Ultras, Sicarius, and Calgar are made of. The two pages that show the makeup of Sicarius' Company is a good template for anyone making a whole chapter for Apoc (*raises hand* Though proudly NOT a UM army). But so much of the book was just given over to "UltraSMurfs will steamroll ur fayceLOL!!1!!!" that it definately annoyed me some after my first read through it when it came out. While I don't hate the Ultramarines, there's only so much Ultratouting I can take before I just shake my head and die some inside.

Hi my name is Kirasu and I play Blood Angels. My "codex" is 26 pages and has 1 page of fluff

We actually get just over a page of fluff (a few odd bits scattered around various pages)
Also, we have 2 of the most expensive special characters with the worsed rules
(IE: 200+ points models without eternal, or anything that helps them survive longer lol)

Well, considering that out of 100% of GW sales a grand part of it 30% or so is Marines -alone-... I can see how they would give the Ultrasmurfs some love.
I find it interesting that they werent a first founding chapter at first... I guess blue grows on people, and on fluff.
