Guardians made more sense when they had a gun better than a storm trooper and an armour save only 1 point off power armour.

Also, Eldar are always up for a fight. They don't even question then the Farseer says there might be conflict, there are loads of volunteers. When war is afoot, there's a psychic resonance going through the craftworld and more and more gear up for it, a bit like a waaaagh.

In the 2nd ed codex, one of the stories has a Warlock musing on this.

Also, I meant Storm Bolter, not Storm Trooper! Though currently, they do die like Storm Troopers.
