The guy in the OP has stellar technique for fingertapping and harmonics (those bell-like notes). I do think he has an effect pedal helping him with the sustain and volume (a sustainer) or he hammers-on really, really, really hard, for tapped notes on an acoustic guitar don't have a lot of volume and sustain by themselves.

The funny thing is, Eric Mongrain was inspired to do that song by seeing a poor guy playing the guitar like that in the street for cash. He thought it was a cool way to play a guitar so gave it a shot. He actually has better songs then that one but he is a pretty good guitarist.
I still prefer Don Ross and Andy Mckee. Pretty much every guitarist from candyrat records I just love.
