With a toughness of 8, and 5 wounds, The Deceiver is a tough customer.
Lucky for you 10 sniper rifles costs 140 points. Each sniper shot has a 1/6 chance inflict and unsaved wound.
Combine 2 of those that with some LC, ML, MM, AC fire, and you should get some decent results.

BS3...4 to wound... 4+ invuln save.
=1/2*1/2*1/2 = 1/8 chance to wound.
Scout snipers are pretty bad against anything like Nightbringer. You'd need 5 squads of 8 Sniper Scouts to take him down in 2 turns on average. Ouch.
Sternguard give a much better return.

You're wounding on 6's. With BS4 models, you're shooting nine times to put a single wound on him. Although that's not bad, you're looking at about 400 pts of GK and GKTs necessary to kill him in 3-4 turns.

9 Sternguard rapid firing 18 shots into the Deceiver =15 hits
15 hits=12.5 wounds
12.5 wounds=6.25 unsaved wounds
6.25 unsaved wounds=The Deceiver going from full health to 125% dead.
