The comparison of Ahriman to Tigurius is kind of apples-to-oranges. Tigurius supports his army much better, but simply can't handle combat like Ahriman can. They're in different armies though, so again, applies-and-oranges.*
Looking back at the thread it might be something to note that the offical GW FAQ permits Ahriman to cast both Warptime and Gift of Chaos multiple times because they aren't shooting psychic powers; there's no point in casting Warptime twice unless the first one failed or got shut down by anti-psychic wargear, but three Gifts of Chaos can get right up someone's nose.
*It really would be nice if Chaos Sorcerers could take psychic defenses, but one imagines that given the ultimately selfish motivations of Chaos this is no doubt represented by their own invulnerable saving throws. Likewise it would be nice if they had more direct support powers like the Lash of Submission. I'd suggest a psychic support power for each Mark of Chaos, as well as a generic Daemon Summoning power.

Sadly, the best use of Tiggy is in Planetstrike where the rerollable reserves is much more useful. That or in a force using Khan (aka not fluffy). You can maybe get mileage out of him in a DP list ala Spear of Sicarius, but I wouldn't try it in less than 1850. What you can do, however, is draft up a tooled up Libby and call him Tiggy, even if he doesn't have the fancy rules.
However, take my advice with a grain of salt... I run Calgar and HG in my 1850 list.

@Nurglitch- So what kind of uses/points levels would you say work out for him?
Is an Epistolary Terminator really that much better? I mean, points wise, he's not that far off from Tigurius. And yes, I do realize the 2+/3++ w/Storm Shield is pretty amazing.
I guess I wanted to use a not AS popular  's character, I love Calgar and Sicarius, and I really like what they can do, but I dont want to ALWAYS use them, y'know?
I did just happen to notice Cassius' T6......how was that overlooked? lol

Cassius is solid if you run him with something out of a LR. For his points, he's a steal.
And yeah, a tooled out Epistolary is that better than Tiggy. The 2+/3+ is huge... especially with perils. With Shadows and Runes of Warding, with Tiggy you WILL kill himself if you try and actually use his powers. A basic one has the same survivability/functionality as Tiggy and is around 80 points cheaper. That's almost a Dakka Pred or a Landspeeder + change.
Once again, if you're taking advantage of the reserves, that's different.
If it was me, I'd use the Tiggy model but run him as a basic Epistolary or use the Termie model, running him as the SS Epistolary. In either case, nothing prevents you from saying "This is supposed to be Tiggy fluffwise".
TBH, most of the time I run Libbys as second HQs using the rules of GKGM allies.

You're paying out the wazoo for a guy with a 3+ armor save, no invul, T4, and no Eternal Warrior. No thanks.
If you want to run a Librarian, do so! Librarians are fantastic. But don't feel compelled to buy an Epistolary if you aren't actually going to use them together. In other words: Gate + Avenger, Gate + Vortex, Gate + Force Dome w/ Sternguard, Null Zone + Avenger or Vortex, something like that. I like my Librarians cheap. Mine costs 100 points, sits on his butt in a Land Raider, and either Null Zones targets for the Assault Terminators, or hops out by himself and Avengers MEQs.
If you have no concern for his wellbeing, then keep him cheap. If you're worried about the poor guy, Terminator Armor and a Storm Shield is the only way to keep him *somewhat* safe.

Tigurius does really shine in the bigger games when you can only have two Libarians, but he's also good in smaller games where his access to all Space Marine psychic powers makes him a psychic swiss army knife.
Put him in an army with Drop Pods and other Deep Strike elements like Land Speeders, Assault Marines, and even Vanguard. The bonus to their reserves roll plus Locator Beacons (Drop Pods or Scout Bikes) can do wonders.
Something to consider about Tigurius is that he can team up with a unit of Sternguard, use Gate of Infinity with perfect accuracy thanks to the network of Drop Pods that come in early (somewhat dispelling the problem Drop armies have with trickling in or coming in late and hanging the assault element out to dry), engage a Null Zone, have the Sternguard shoot the bejeezus out of somethign, and then raise a Force Dome to give them all a Iv5+.
Likewise he can use Gate of Infinity and join in using Smite and Avenger, etc.
