Its all about the Necrons. Nearly impossible to kill, insanely powerful/advanced tech that makes even the Eldar look like drooling retards, one of their gods is the GRIM FING REAPER HIMSELF, and they are so infinitely patient. They are willing to sleep for millions of years, just to wait for the galaxy they had already destroyed once to repopulate for the sole purpose of doing it all over again. Also they are responsible for vast quantities of JUST AS PLANNED (pariah gene, Machine God, evolution of humanity itself, etc) In short, Necrons pwn the galaxy. Even Tyranids have a hard time with them (can't assimilate metal bodies and can't feed on dead worlds)

5 Necron ships penetrated Mar's defense and 1 even landed before finally being caught. Light cruisers mind you. Now imagine if a full force decides to come say hi.

Eldar. They're fast, very fast and have great psykers and troops, and fast attack and... shall I go on. Even if they are hard to master they beat every other race when mastered. Those are the reasons I play Eldar, besides they look cool.

There is no "best" empire/force/race/etc otherwise they would have been eaten already.

If you're meaning 'least likely to get completely destroyed' it's a toss up between nids, necrons and DE.

If you're meaning 'least likely to kill you in horrible ways' it's eldar and tau.

If you're meaning 'most likely to kill everyone else' it is nids and necrons.

If you're meaning 'put in the best situation by constant fighting' it's orks and chaos.
