Commander Boreale, obviously. He could allow for multiple simmuln-taneous defensive deep strikes. In-game I guess he'd let your entire army deep strike using drop pod assault or something stupid like that.

I'd love to see a Captain Cortez with suitable rules and a model that didn't suck, and Ciaphas Cain with Jurgen.

Void Dragon for the Necrons. Dude bursts out of Mars, and when on the table against a marine player using vehicles, they have to roll some kind of something to be even allowed to shoot at their Omnissiah.

Tau need....anything. Some kind of help. For 225 points, I get Ghazghkull Thraka who makes my whole army fearless, gets a 2+ invul save, 4 wounds, EW, 7 STR10 attacks, and an automatic roll of a 6" to fleet. Tau need a 225 point commander that instead of Waaaugh! uses an inspirational command or something and the whole army becomes fearless, gets +2 ballistic skill for one turn, the whole army gets to make an assault move that turn (like suits).

For me, when the Necrons get a codex, I'd like to see a few lords with some personality. Maybe an "essence" of each of the C'tan. Some more info about the Outsider, and the Void Dragon for sure.

IG based Priest, have them as indipendant but can bless stuff for when against Chaos.

Arbites models re made, as well as Inspectors.

I would love to see ALL the demon primarchs. Over the years, I've seen here and there fan specs. But imagine, real canonical ones! The modeling that would follow such a release would be fantastic too. Though I suspect to do justice to their fluff, wouldn't they have to be incredibly overpowered, more so than Ghazghkull Thraka?

[By the way, and a little off topic, but here we go: did Space Orks ever have command level grots? I haven't been playing 40K long enough to know the ork background incarnations well enough. However, when I was a young one in the nineties, playing Warhammer Fantasy, goblins had some interesting generals and special characters.]

Slightly OT but the above post has reminded me of one thing I really want to see. The return of the wargear section of each codex and with more WFB style unique items. That way you basically can make your leaders into your own special characters without every SM Captain being pretty much the same as every other SM Captain and every Ork Warboss being the same as every other Ork Warboss. If only my Chapter Master could carry some fabled weapon from the Chapter's armoury... no... ok he can have a Power Sword instead, like half of his Tactical Squad Sgts...

and they will NEVER bring primarchs, not enogh for imperial but they would be incredibly good, they could take most SC's currently one on one, be better than all the heavy hitters. like better than mephiston with IC.

deamon primarchs would be even more resilient and powerful IMHO, if anything they would be apoc characters.

/Begin rant: Making the special characters non-special characters.
ie, just remove them from the codecii, but retain their special abilities, with a points cost.
allow construction of your own special characters.. ie, just regular characters.

You like creed and still want to be able to field him?
then take an IG general, buy him the special ability "tactical genius" and the appropriate weaponry. and your set. (lousy example, as I don't do ig, but I hope you get the point?)

I'm just tired of seeing every ork army in the known universe with a 5 man cell of kommandos led by the legendary snikrot of armageddon. even though you're in damocles.

give the spec abilities a point value, and it MIGHT even itself out between the codecci.
as is now, my gaming group, since 3rd ed have banned the use of special characters. as some armies are OP in the special char section, whilst some are horribly UP.

I'd like to see an ork Generul, giving tactical abilities, like, giving the army the option of actually LOOTING an IG tank, straight from the IG dex, as is. (the worthless BS should more than make up paying the standard price for 'em...)

I agree with the make your own character sheet. WHFB lord actualy have a chance against SCs but in 40K? No way. Personaly I say do deathwatch as an entry like legion of the Damned
