They are better on Plague Marines as they have the feal no pain rule which really helps with Gets Hot!. I have run a command squad with a Captain Apothecary and 4 guys with plasma guns. Its very much a shock unit, generally it jumps out of a Razorback and then kills a unit dead then occasionally gets counterassaulted or shot to gak.

Shurely shome mishtake? Plasma guns should be looking at a 3+ to wound with no armour or FNP saves, so that'd be 2.66 hits and 1.77 wounds. Dunno how you got half of that, were you including a cover save? If so, it's only fair to apply that to meltas as well.
I accidentally punched in 1/3rd instead of 2/3rds.

I find too much plasma spam costs a bit too much for my tastes.
I usually run my tacs with
Missile Launcher (tanks, infantry, MCs)- It's good for killing everything equally badly.
Flamer or Meltagun (depends on my mood, infantry or ICs, MCs, tanks)-A solid choice but it will either not be in range or miss half the time.
Plasma pistol(MCs, tanks, ICs)- Mainly for killing MCs.
Melta Bombs(tanks)- for killing tanks.
The plasma pistol is very useful, especially when fighting wraithlords, but the other spots in your list are best reserved for the other weapons to better deal with all comers.

I think plasma is still highly effective, in certain situations and on certain units. A drop pod kept in reserve with some plasma gunners is good for dislodging a MEQ unit off a capture point. A bike squad with plasma is good, with speed to get around cover and a relentless to shoot and charge. Outflanking eldar warwalkers with starcannon/s hurt my marines when they walk on. Plasma i find is best suited to a speedy delivery platform with some way of negating cover- dropping behind or flanking around it.

I've been toying with trying out a squad of honor guard with jump packs and 4 plasmaguns as a pinpoint heavy infantry hunter. With Decent of Angels I think they could pop down pretty close to where I want them and FNP should help them shrug off some return fire.
Unfortunately I feel that for 225 points I can probably find better uses for those points.
Cheers,

-Any terrain containing Sly Marbo is dangerous terrain.
-Sly Marbo once played an objective mission just to see what it was like to not meet every victory condition on his own.
-Sly Marbo bought a third edition rulebook just to play meat grinder as the attacker.
-Marbo doesn't need an Eldar farseer as an ally; his enemies are already doomed
-Sly Marbo was originally armed with a power weapon, but he dropped it while assaulting a space marine command squad just so his enemies could feel pain
-Sly Marbo still attacks the front armor value in assault, for pity's sake. |

I run a Command Squad with 4 Plasma Guns and an Apothicary. At times it is worth every Point for the 8 S-7 AP-2 Shots

Maybe I missed it but the thing people seem to be forgetting is the 24" range of the plasma gun. That makes it extremely valuable to me. And if someone deepstrikes next to my gun line, say hello to 9 plasma guns & 25+ heavy weapons squads.

Battlecannons ignore FNP and love expensive troops bunched up after deepstriking
On a similiar note, Plasmaguns ignore FNP too! good to ok rolling with plasmaguns against my plague marines (out of cover) results in 3-4 plague marines dead... Meltaguns is 1-2. IMO a plasmagunner squad is required in a balanced marine force because they do help so much vs Terminators and MEQ's.
